The new Constitution was meant to provide seamless leadership between county governments and the national Government. The implementation of this Report is very important because we have so far seen a lot of confusion when it comes to leadership at the county level, where Members of Parliament do not know exactly what is happening. The Constitution is very clear under Article 6 which talks about co-ordination and consultation between the national Government and the county governments. That has not been adhered to.   • 3 Jul 2014 in National Assembly: If you read Section 91 of the County Government Act, it says that the Governor shall provide a conducive environment in order to streamline development. We have seen duplication of development at the county level. In a constituency, the Member of Parliament allocates resources to one project and at the same time, it is allocated resources again by the county government, instead of those resources being channeled elsewhere.   • 19 Jun 2014 in National Assembly: Hon. Chairlady, I beg to oppose. Article 246 of the Constitution establishes the National Police Service Commission. Article 246(2) talks about the membership of the National Police Service Commission, in which the Inspector-General and the deputies are included. This means that the National Police Service Commission includes members appointed by the President, the Inspector-General and his deputies. Under Article 248 we also have the National Police Service Commission. Under Article 251(2) we have the removal of a member of any of the Chapter 15 Commissions. It is very important for the National Police Service to have its own budgetary allocation. I hope this is not a scheme.   • 19 Jun 2014 in National Assembly: We have seen it in OP. Anglo-leasing originated there in the name of security equipment. I hope this time round, as slow as I support the President at this point, I also want him to lead from the front in fighting to make sure that there is security in the country through the police having their own budgetary allocations. view
