Mr. Deputy Speaker, Sir, it is very clear that these negotiations are likely to have a negative implication on the agricultural sector in our country given the fact that we are negotiating with a developed world. Knowing very well that the farmer is fully subsidized in the developed world, could the Assistant Minister confirm that in the event these negotiations succeed, the Kenyan Government will be fully prepared to subsidize the farmer of this country?

On a point of order, Mr. Deputy Speaker, Sir. This is a very serious matter. The Assistant Minister has tabled a postmortem document which indicates that the person drowned while trying to avoid arrest. Is he in order to disown his own report here that he has tabled? Could he confirm that he was actually running away from being arrested?

On a point of order, Mr. Deputy Speaker, Sir. I have listened to the answer by the Assistant Minister. Part âaâ of the Question, is very clear. It is not asking about when the NCPB will be opening the silos, but when they will start buying maize from farmers. Is he in order to avoid answering the Question? The Question is: When are they going to start buying maize from farmers?

Mr. Speaker, Sir, while I thank the Minister for the bursary of Kshs10 million which comes to approximately half a million per college, I wonder whether the Minister is aware that most of the students who are supposed to join colleges, especially those who come from vulnerable families are forced to pay the fees in full before admission and thus, very many of them are locked out of these colleges. What structures has the Minister put in place to ensure that this bursary reaches the students who deserve it?

On a point of Order, Mr. Speaker, Sir. The question asked by the hon. Member was very clear; that, apart from the school fees that the students pay in colleges, they are asked to carry many other things that are more expensive than the fees itself. Is the Minister in order to avoid answering the question? Could the Government provide some of those requirements?
