election violence. If they did so, with the arms in the wrong hands, we would not be having a good country. So, it is important that we, as a country, ensure that no arms are found in the wrong hands. That is very important and critical.

Mr. Temporary Deputy Speaker, Sir, the last one is on education. Long time ago before I was born, our communities used to get across to neighbouring communities and get animals. They did not call it cattle rustling; they used to go and bring them home. That was their livelihood then. With education, we can correct many things. I want to recommend very seriously that the Ministry of Education gives more resources to ensure that we have many people from these parts of the world going to school. That is going to help us, as a country.

Thank you, Mr. Deputy Speaker, Sir. The Assistant Minister has rightly said that it is possible to use photographs but he has not given orders. Considering that those pipes have been lying there for over one year, could he order the police to take photographs of those pipes and ensure that the pipes are released so that the public can benefit from them?

On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to avoid answering the question? It is obvious that Kenyans want to use those pipes. Must they write a letter? Why can the Assistant Minister not give the order here?

Mr. Speaker, Sir, this money, if well channeled, could help women in the rural areas to uplift their standards. The banks have always put in place very hard conditions for people to access this money because they also wish to lend out the same money to other commercial people. What measures has the Minister put in place to ensure that when a bank receives this money it is able to channel it directly to the women and not use it for other businesses?

Mr. Speaker, Sir, I want to thank the Assistant Minister for the answer. But I note that the compensation process has taken almost one year and it is affecting a majority of Kenyans across the country. How long does it take his Ministry to do the assessment so that Kenyans can know how long they can wait for compensation?

On a point of order, Mr. Speaker, Sir. Last week, when the time for the Motion of Adjournment was being moved, there was only one hon. Member on that side of the Bench. Is it in order for the Executive to avoid coming here to support the Motion of Adjournment only for them to come here say that they have an excuse of going round conducting civic education?
