Mr. Speaker, Sir, I would also like to join hands with my colleagues to sincerely thank the Minister, and in particular the hon. Members of my Committee and the hon. Members of the Departmental Committees on Agriculture, Lands and Natural Resources and Health, Housing, Labour and Social Welfare because we were able to have several joint Committee meetings. Mr. Speaker, Sir, I would also like to thank the experts whom we invited and they shared their views with us. Lastly, I thank the entire House that this Bill is now out of the hands of my Committee. Thank you.

If you had given my Committee, the Committee on Health, Housing, Labour and Social Welfare and the Committee on Agriculture, Lands and Natural Resources the first chance to contribute, we would have provided a very simple direction. On Thursday 31st July, 2008, the Biosafety Bill (2008) was referred to the Committee on Education, Research and Technology after its First Reading. My Committee has deliberated on this Bill. asked the Minister for Roads:- (a) whether he could confirm that the tarmacking of the Mosoriot-Chepterwai Road was tendered for and awarded in 2007; and, (b) whether he could give the name of the construction company which won the tender, confirm when the tarmacking will start and indicate how much was allocated for the project in the 2008/2009 Financial Year.

Mr. Speaker, Sir, while appreciating the Assistant Minister's response, and in view of the fact that the construction of this road was promised to the people of Mosop by His Excellency the President on the ground, and in the company of the First Lady, could he confirm when he is going to re-tender and give a specified period?

Mr. Speaker, Sir, there is an amount of Kshs100 million allocated to this road. Our roads are impassable and by March next year there will be a lot of rain. Could the Assistant Minister release that money, or confirm that he is going to release it immediately, so that the road is worked on between now and February next year.

On a point of order, Mr. Deputy Speaker, Sir. From your ruling, you have understood why the Minister for Lands is not in the House. We cannot avoid to remove the blood from one of our own and pretend that we are not celebrating. Would I be in order to request that the Question asked by hon. Lessonet be also deferred to another date?

On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister has made it very clear that the fertiliser they imported is for the short rains. Is he in order to sideline the North Rift from getting this fertiliser and yet there is a lot of rain there now?
