Mr. Temporary Deputy Speaker, Sir, in answering this Question, the Minister indicated that within six months, the NSSF spent over Kshs33 million in advertisements only. This adds up to an average of over Kshs5 million per month. In his answer to part (b), he said that they are in order because they had budgeted for it. I am wondering whether the Minister is convinced that there was no over-budgeting for this Vote Head, hence there has been total waste of money. Mr. Temporary Deputy Speaker, Sir, I wonder whether this Government is really serious and ready to offer quality education to the less fortunate Kenyans. This House, in a Motion, passed that the Government should double the free primary education money, in a resolution. I wonder if the Assistant Minister followed up with that money. Now that he is confirming that some schools utilize the same money to employ a few teachers, why did you not consider doubling the money so that the said communities could use part of it to employ a few teachers?

With due respect to the Chairman of the Departmental Committee on Agriculture, Livestock and Cooperatives, this report was discussed within the Budget Committee where my good friend is a very active Member. Is he in order to come to the Floor of the House and try to amend a negotiated position that was clearly stated by the Chair? Mr. Speaker, Sir, I would like to thank hon. Musikari Kombo and my good friend, the Member for Lari for bringing this petition. Recently, we saw chiefs demonstrating for the first time in the history of Kenya. Although the chiefs in Mosop Constituency have not demonstrated, they are living in a lot of fear. It is important for the Government to come out clear as it addresses this petition. asked the Minister for Roads:- (a) whether he is aware that Lemook and Cheptarit bridges which are on Kapkatembu-Lemook Road (D288) are in bad state with major cracks and can collapse any time thus posing danger to motorists; and, (b) what urgent action he will take to have the two bridges repaired.

Mr. Speaker, Sir, I thank the Assitant Minister for confirming that these two bridges are in very bad state. As I have indicated in the Question, these bridges can collapse any time and the cracks were discovered after the Constituency Roads Committee had already done the prioritization and the work plan approved for this financial year. What he is going to request is for next year which starts in June. Mr. Speaker, Sir, the road the Assistant Minister is referring to, Mosoriot-Kaiboi-Chepterwai-Kapkatembu-Kipkaren is a different road. These bridges are on Lemook-Kapkatembu Road and they were built by the colonialists before Independence. I am shocked at their estimates which the Assistant Minister is giving at Kshs3 million. That means one costs Kshs1.5 million each. The estimate is Kshs10 million per bridge and that is why I am requesting and pleading with the hon. Assistant Minister.
