Mr. Temporary Deputy Speaker, Sir, one of the areas that my colleagues have touched on is corruption. That is something that we need to change or reverse as a nation. It is through leadership training that we can make sure that our leaders, regardless of whatever level they are at, are able to observe ethics and morals. That way, others will learn from them. been able to see some of the Government programmes and projects coming up; reason being that the public was informed. You could be informed: “This school has been given Kshs30 million.” I was in Western Province and I saw how the public was welcoming such programmes. The key component behind the success of those programmes is that the public is aware of how much has been allocated to the projects. Mr. Speaker, Sir, the Assistant Minister has confirmed that this road is in a deplorable situation despite the fact that it was tarmacked only recently. There are many of such roads across the country. What is he doing to ensure that Kenyans get quality work and contractors who do a shoddy job are blacklisted?

On a point of order, Madam Temporary Deputy Speaker. Misleading the House is such a grave mistake, and the Assistant Minister is actually admitting that there could be some errors, which is so unfortunate. As we seek the deferment of this Question, this is a hotel where the Government has some shares. It looks as if it is run from outside this Republic, and that is frustrating Kenyans. Would I be in order to request that the Minister also indicates, when he comes back, what action he shall have taken against the officers who might have misled him?

Mr. Temporary Deputy Speaker, Sir, while I thank the Assistant Minister for having, at last, released that money on 10th October, 2011. I would like to say that those teachers have gone without pay for the last one year and three months. The Ministry releases the money in quarters. But this time round, they have done so after one and half years and yet, they expect those teachers to render services to this nation. Could the Assistant Minister, having now released the money, ensure that those teachers are now paid on a monthly basis? It is only Kshs2,000?
