On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to mislead this House that over 65 per cent of the project is complete when, on the ground, it is less than 60 per cent? In fact, they paid this contractor more money before he reached the level.

On a point of order, Mr. Temporary Deputy Chairman Sir. I just wanted to bring to your attention the fact that the Minister is not in the Chamber, although we have actually looked at this Bill and it has very few proposed amendments by the Minister. I wish that any Minister could move those amendments and we agree with them.

Mr. Speaker, Sir, I rise to support this Bill and as I do so, let me say that I listened to the Minister for Finance very carefully. He indicated that this Bill will take care of inflation given the fact that what the President is earning today was adjusted in 2003. I want him to take note of the many retired civil servants who are suffering. Yes, Mr. Deputy Speaker, Sir. You notice that there are two Questions which have been directed to this Ministry this afternoon. Some of us have been waiting for our Questions to be put on the Order Paper, but they have not been able to find their way onto it. Could you consider taking action against the Minister? There is no way he and his Assistant Minister can fail to turn up when there are two Questions on the Order Paper directed to their Ministry.

Mr. Temporary Deputy Speaker, Sir, I want to thank the committee first of all for ensuring that the CDF continues because it is a very important component of development in our country. I just want to swiftly indicate here that it is important that being a CDF the committee of the House should involve Members of Parliament. Two, submission of constituency project proposals for purposes of efficiency, this needs to be copied to the county projects committees and given directly to the national body so that we are able to make progress.
