  • 17 May 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Perhaps, the Minister is not aware of the place she is talking about. Kiwa, the place she is alleging that students are going to school is 24 kilometres away. Is she in order, to mislead this House that the IDPs are now accessing education 24 kilometres away? view
  • 17 May 2011 in National Assembly: asked the Minister for Youth Affairs and Sports:- (a) what criteria the Ministry uses to establish Youth Resource Centres all over the country; and, (b) whether he could consider constructing one in Mosop Constituency. view
  • 17 May 2011 in National Assembly: Mr. Speaker, Sir, while I thank the Assistant Minister for the answer she has given, in this country, there are many new districts that were created and as a result, they do not have many essential facilities. Unfortunately, that is not part of the criteria that was used. Even the districts that have very many offices and departments were awarded the very essential facility. Since we are seriously in need of this facility and one of the conditions that the Assistant Minister specified is confirmation of support by the Constituency Development Fund committee, how is this done so that we ... view
  • 17 May 2011 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has confirmed that since 2008, they have actually constructed Youth Empowerment Centres to the tune of 107 across the country. I have been visiting her offices requesting for one because we badly need one in Mosop for the benefit of the youth. The problem is that she has said she will consider our request alongside other constituencies. Could she confirm today that in the next financial year she will actually put money for Mosop and I can confirm to her that I will set aside money from the CDF to complete the work? view
  • 12 May 2011 in National Assembly: Thank you Mr. Speaker, Sir. This Question is requesting the Deputy Prime Minister and Minister for Local Government to grant a waiver on interest and penalties only. He has confirmed that it is possible, but only with a resolution of the council. That has opened room for corruption in some councils. A few people pay something small and the council sits to resolve to waive for them. We are in a new constitutional dispensation. We are talking about Vision 2030 where we are encouraging Kenyans to invest. We do not want to destroy those small business people. Could you consider, ... view
  • 11 May 2011 in National Assembly: asked the Minister for Youth Affairs and Sports:- (a) what criteria the Ministry uses to establish Youth Resource Centres all over the country; and, (b) whether he could consider constructing one in Mosop Constituency. Mr. Deputy Speaker, Sir, I apologize for coming late. view
  • 11 May 2011 in National Assembly: Mr. Deputy Speaker, Sir, this is a very important road. I want to appreciate the answer given by the Assistant Minister because he has confirmed the fact that this road requires about Kshs20 million for rehabilitation. This road is important in raising revenue, not only for Nakuru County, but also the country. Could he consider setting aside some money to rehabilitate the road from the Ministry instead of waiting for the donors to help us improve it, which is very important and key to our country economy, so that the road is actually improved to that level? view
  • 11 May 2011 in National Assembly: Mr. Speaker, Sir, while I thank the Minister for the answer, sometimes I wonder how Ministries prioritise services. Marsabit is an area where even getting a private vehicle to assist is sometimes very difficult. There are certain places in this country where we have over 1,000 vehicles within short vicinities, which can actually be requested at an opportune time to assist. For the Minister to decide that he is going to provide an ambulance to North Horr next year is not fair because this is an area which required an ambulance yesterday. Why can the Minister not acquire an ambulance ... view
  • 11 May 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I truly appreciate your ruling. Two weeks ago, I raised a Question regarding the way the disciplined force is disciplining its own officers to the extent that some are now back at home, courtesy of flimsy reasons. Could I request that as they address this issue, they can go back and look at other questions that have been raised on the same, so that a conclusive report is brought to this House? view
  • 5 May 2011 in National Assembly: Mr. Speaker, Sir, the Member for Eldoret South is bereaved and she has requested me to ask the Question on her behalf. view
