  • 10 Dec 2008 in National Assembly: Mr. Deputy Chairman, Sir, I circulated my proposal to amend the proposed Standing Order No.110. My December 10, 2008 PARLIAMENTARY DEBATES 4035 concern was that this House has been passing Bills without the necessary quorum. I was, therefore, going to suggest that we have a clause that makes it mandatory for a quorum to be there before a vote is taken on legislation at the Second Reading Stage. However, Mr. Deputy Chairman, Sir, in order that I do not appear to be imposing the will of the former Sub-committee on Standing Orders, I want to withdraw. view

  • 10 Dec 2008 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I just wanted to make my contribution on this issue. I totally oppose the deletion of this section. I have actually read this very carefully. It only says, "in the event of declaration of a state of emergency," which is very rare. Secondly, Mr. Temporary Deputy Chairman, Sir, it says, "or in the interest of public safety and tranquillity." This concerns national security.   • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, on Tuesday 2nd December, 2008, both the print and electronic media reported that some present and former Members of the Ninth Parliament had been taken to Milimani Commercial Courts by the Kenya Anti-Corruption Commission (KACC) seeking to recover monies allegedly received fraudulently by the Members who were serving as Parliamentary Service Commissioners. As hon. Members are aware, it was reported that I was accused of having "knowingly and fraudulently" received Kshs5.6 million while serving as the Deputy Speaker of the Ninth Parliament. Members may be aware that prior to my election as Member for Mwingi South Constituency in 1997, I had served my country in various capacities, rising to the position of a senior Provincial Commissioner. (a) Our initial investigation reveals that, indeed, the incident occurred at Lavesoro area of Archers Post on 11th July, 2008, and Mr. Leranta Lepartobiko, aged 60 years, was injured and was given first aid treatment at Archers Post Health Centre before being transferred to Wamba Catholic Hospital.
