30 Jul 2008 in National Assembly:
Thank you, Mr. Speaker, Sir. I do appreciate the feelings of the hon. Member. It is regretted that Mr. Leranta was injured as he has said. But there was no recklessness involved on the part of our military personnel. As hon. Members are aware, whenever an exercise is carried out by the military personnel, there are other members of the military personnel who go to look for ammunition that has not exploded. But it is possible for some pieces of unexploded ammunition to be missed by those who are searching and, therefore, dangers or accidents like those can happen. But ...

30 Jul 2008 in National Assembly:
Mr. Speaker, Sir, the hon. Member is aware that the military has, of necessity, got to do training. I do not think that this House will want to have a military that does not practise and do exercises. Having said that, Mr. Speaker, Sir, we have a designated area that is clearly marked and the Provincial Administration officials are aware. May I inform the House that, before any exercise is carried out, the military involves the Provincial Administration through public meetings and

30 Jul 2008 in National Assembly:
Chiefs are informed of the time when the exercises will be done so that they may keep away. Mr. Speaker, Sir, may I also use this opportunity to appeal to hon. Members who represent areas which are designated for military exercises to caution members of the public that it is possible and is inevitable that there would be pieces of live ammunition which may not be detected after the exercises and, therefore, they should be careful! Thank you, Mr. Speaker, Sir.

30 Jul 2008 in National Assembly:
Mr. Speaker, Sir, as I said earlier, it is regrettable that Mr. Leranta was injured. As I said, he is in hospital. We wish him quick recovery and, of course, we will be 2228 PARLIAMENTARY DEBATES July 30, 2008 following up to ensure his recovery. But having said that, Mr. Speaker, Sir, as I said earlier, it is necessary that the military undertakes training. They must be trained on the ground. That area has been specifically gazetted for training of the Kenya Army and the Kenya Airforce. I will continue to urge members of the public and also Members of ...

29 Jul 2008 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, thank you for giving me this opportunity to support this Motion. I want to applaud the Minister for Energy and his staff for the excellent work that they are doing in ensuring that electricity is supplied to the rural areas. If there is any Ministry that is diligently delivering services to the people of Kenya, it is the Ministry of Energy. I say this because during the last 45 years of Independence we have seen that the rural electrification programme had stalled, and it is only during the last five years that the Government took ...

26 Jun 2008 in National Assembly:
Thank you, Mr. Temporary Deputy Chairman, Sir, for giving me this opportunity to add my voice to those of my colleagues who have supported the Motion. Mr. Temporary Deputy Chairman, Sir, may I start by commending the Minister for his innovation in the various proposals that he has made on taxation. In particular, I want to commend him for removing duty on motorcycles, steel and other areas that will go directly to benefit ordinary

26 Jun 2008 in National Assembly:
. Mr. Temporary Deputy Chairman, Sir, the Kenya Revenue Authority (KRA) has done a commendable job over the years. We have seen a steady increase in revenue collection by KRA. Every time, they have been surpassing their targets. Therefore, I need to commend them just as the previous speakers have done. June 26, 2008 PARLIAMENTARY DEBATES 1463 Having said that, Mr. Temporary Deputy Chairman, Sir, we still have many containers coming into this country and off-loading uncustomed goods. We still have many containers with goods that are meant for export markets being off-loaded in this country. I must lament the ...

19 Jun 2008 in National Assembly:
Thank you, Mr. Speaker, Sir, for giving me this opportunity. I stand here to support the Motion. I want to applaud the Minister for working so hard to come up with this Budget. Having said that, this was my 11th Budget Speech in this House. Experience has shown that we sit here and listen to the Budget Speech but, more often than not, we do not see the results of the Budget. The Budget was good, but the most important question is: Is it going to be realised? Mr. Speaker, Sir, I want to touch on energy. This House knows ...

24 Apr 2008 in National Assembly:
Thank you, Mr. Deputy Speaker, Sir. First of all, I want to thank the Minister for generously donating part of his April 24, 2008 PARLIAMENTARY DEBATES 701 time to me, so that I may contribute to this very important Motion. Mr. Deputy Speaker, Sir, the issue of increasing the amount of money that is given to CDF has been raised by hon. Members. I want to ask the Minister for Finance who is present today to ensure that since it is the will of the House that the fund be increased to five per cent. He should bring a Bill ...

24 Apr 2008 in National Assembly:
Mr. Deputy Speaker, Sir, I also want to challenge the line Ministries that support the fund like the Ministry of Works and the Ministry of Water and Irrigation. These are very important Ministries when it comes to the implementation of projects under the CDF. However, the experience we have is that officers in the field tend to utilise the money that they set aside for projects in consultancy. This is a matter that has been pending. We have raised it many times that the Ministry of Water and Irrigation provide sufficient funds for the officers in the field to be ...
