  • 5 Nov 2013 in Senate: Mr. Deputy Speaker, Sir, let me take this opportunity to thank Sen. Haji for the Statement that he has made. Indeed, I am as frustrated or, perhaps, more frustrated than you in terms of insecurity in Kitui County. Mr. Deputy Speaker, Sir, first, Sen. Haji has missed two of the most important questions that I asked, which were: “How many people have been killed along the Tana- Kitui border during the last two years and what action has the Government taken?” These questions were to be answered today, but they have not. You have heard Sen. Haji say 187 aliens ... view
  • 5 Nov 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir. When this Statement was sought, the most serious matter, in my view, was the firearms that were taken from the slain soldiers and which continue to be in the hands of cattle rustlers. Government property – even if it is a button; and Sen. G.G. Kariuki will confirm this – is Government property. We have a situation where policemen were slain, very powerful weapons were taken away and the Government sits pretty, allowing those guns to roam around, killing more and more citizens. Mr. Deputy Speaker, Sir, today we are very sad. We have ... view
  • 23 Oct 2013 in Senate: Thank you, Mr. Speaker, Sir. I rise on the whole issue of security because of the complaint that the Senator for West Pokot has made here. Three weeks ago, I raised an issue about insecurity on the Kitui-Tana Counties border and you ordered--- view
  • 23 Oct 2013 in Senate: I am much obliged, Mr. Speaker, Sir. I was just following your previous direction that my Statement be responded to on 17th, which was last week; and I did not come. So, I hope that this time round, that issue of security, which has been pending in my county, will be resolved. Thank you, Mr. Speaker, Sir. view
  • 23 Oct 2013 in Senate: Mr. Speaker, Sir. I wish to seek clarification in view of the mater raised by Sen. Orengo. The Bill is signed by one, Sen. Peter Mositet, who designates himself as Vice-Chairperson. Now, do I understand that this Bill did not originate from the Committee? Or did it originate from the hon. Member in his private capacity, or in his capacity as the Vice-Chairperson? Could we get clarification from the Chairperson of the Standing Committee on whether this is the Committee’s work or is it an individual’s work so that we can know? In the first place, Sen. Mositet is not ... view
  • 23 Oct 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir. I stand to support this Motion. In doing so, I will start by congratulating the Committee on Education, Information and Technology for making these tours to the counties. Indeed, this is what we have been encouraging. Instead of committees going out of the country and benchmarking out there, we want them to go round our country and see the real problems that exist in our educational sector. Let me go on record in appreciating the system our committees are using, in visiting counties and seeing for themselves the problems that we have. I want ... view
  • 17 Oct 2013 in Senate: Thank you, Mr. Speaker, Sir. I seek your indulgence to raise a related issue to the Chair, and it relates to teacher training colleges. There are a lot of private teacher training colleges which are receiving fees from students, who are unaware of the requirements he is talking about. Some of these colleges are not even registered and the unsuspecting members of the public are paying their money and, at the end of the day, their certificates will not be accepted because those institutions are not registered. What are they doing to ensure that they publish the list of those ... view
  • 17 Oct 2013 in Senate: Mr. Speaker, Sir, I really admire my colleague, the Senator for Nyeri, but he must have not heard properly. There was no question of compensation raised. Is he in order to think that all---? The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 17 Oct 2013 in Senate: But now, Mr. Speaker, Sir, my point of order is that, he says that “buyer beware.” Is he in order to assert that the level of knowledge of the people of this country is the same? Because parents are desperate to get their children to school, and coming from backgrounds that they do not know about “buyer beware,” they are simply falling into that trap. Is he in order? view
  • 17 Oct 2013 in Senate: Mr. Deputy Speaker, Sir, I will endeavour to discuss with the Chair to issue the Statement in three weeks. view
