Mr. Speaker, Sir, I think this is appropriate, but I just wanted to raise a matter of a Statement that I sought on 1st August, 2013 in relation to withholding of Kenya Certificate of Secondary Education (KCSE) certificates. I sought that Statement from the Chair of the Committee on Education, Information and Technology. On 1st August, 2013, I asked for this Statement. Again, I asked for it on 17th September, 2013. On 16th October, 2013, the Chairperson brought a Statement which the House considered unsatisfactory. On 12th November, 2013, the Chairperson asked for two weeks to issue the Statement. To ...

On a point of order, Mr. Speaker, Sir. The Member says that Thursday is too soon and I want to persuade the Chair to realise that this Statement was sought on 1st August, 2013. Is the Chairperson of the Committee going to allow this Statement to go to 2014? Is it fair to this House that when a Statement is sought, it takes over six months before it is delivered? What would be the purpose of that answer, if it is coming too late?

Thank you Mr. Deputy Speaker, Sir. I also want to support this Motion. We are not re-inventing the wheel. We already have many Funds similar to this one. I want to support the sentiments expressed by Sen. Keter. We still have the Youth Enterprise Development Fund. We have had many funds before where the Government of the day says that we are giving out money to develop the youth and women. However, in a majority of the counties, these initiatives, although well intended, have not succeeded. Either, some people do not avail themselves to collect the money because they believe ...

Mr. Temporary Chairman, Sir, I want to support the views expressed by Sen. Billow Kerrow. These are people who are elected with a mandate to legislate. You see, even if you call him “assembly woman,” would those people down there be able to pronounce the title “assembly woman” or “assembly man?” Again, why deny these guys a title which I think they deserve? I, therefore, oppose the amendment.

Thank you, Mr. Speaker, Sir, for finally seeing me. I would like to support this Motion and also congratulate my good friend, Sen. Mositet, for bringing it to the Senate. Mr. Speaker, Sir, since this Senate was created, we have addressed issues of environment very now and then. I remember only the other day there was the issue of pollution of Athi River by the sewers in Nairobi and the Committee had to get out there to make sure that this was repaired. Mr. Temporary Speaker, Sir, I rise to oppose this Motion. In doing so, I want to say that my understanding is that the leadership of the Senate and the leadership of the National Assembly agreed beforehand that there will be two Senators and three Members of the National Assembly. The Senate proceeded to nominate the two. Mr. Speaker, Sir, after the National Assembly gave the names, they went ahead and informed the Pan African Parliament of the names without the courtesy of reference to this House. The issue here is not the party but the Houses. The Senate had two nominees while the National Assembly had three Members. On this list there are four Members of the National Assembly and only one Senator. We must therefore reject this list and subject it to mediation. I beg to oppose.
