Madam Temporary Speaker, I will continue and still insist that if we are to get these counties that have not been performing to move forward and perform, these are some of the things that we must not do. We must not offload staff whose credibility is unknown to counties. But above all, where is the money to pay these staff going to come from, because, already, counties have taken over staff from the county authorities, that is, county councils and town councils within their areas of jurisdiction?
