  • 25 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, I am talking about a Joint Committee of Finance, Commerce and Economic Affairs and the Committee on Devolved Government that were mandated by the Speaker to look into the matter and report back to the Senate. They were directed to do that. view
  • 25 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, I appreciate the verbal report that has been given by the Chair of the Committee on Finance, Commerce and Economic Affairs. It is a practice of this House and all Houses in the world that such a report should be in writing. This gives an opportunity to other Legislators to ventilate on the matter. This was not a matter concerning Kitui. There were 21 counties that were classified as marginalised. Some of them were Homa Bay, Baringo and Kitui. We wanted the report to be brought to the House so that we discuss it. The Chair ... view
  • 25 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, Sen. Billow said that they already have a report on the County Allocation of Revenue Bill. I want to specify that I stood here on a point of order to seek the Committees to inquire into how the Commission on Revenue Allocation allocated the Equalisation Fund. view
  • 25 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, it will be satisfactory, as long as it is specifically on the Equalisation Fund. view
  • 25 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, I want to thank Sen. Yusuf Haji for that Statement. I really feel that knowing Sen. Haji as well as I do, having been a very able Provincial Commissioner (PC) and looking at Sen. G.G. Kariuki, having been my Minister in charge of Security, I doubt whether Sen. Haji can look at me in the eyes and tell me that is a proper Statement. I say this because 12 people were murdered by some thugs and the people themselves, after failing to get the police to assist them, went ahead and arrested those who attacked them ... view
  • 18 Jul 2013 in Senate: Mr. Speaker, Sir, I thank Sen. Haji for the Statement. I had requested clarification on the issue of the 12 people who were murdered in my county at a place called Nyanya. It is about a month now since this unfortunate incident happened. The culprit is yet to be apprehended and continues to send Short Message Services (SMS) threatening villagers. As of now, he is still at large. What is the Government doing to arrest this criminal, so that the villagers of Nyanya are at peace? DESTRUCTION OF BOUNDARY PILLARS BY UGANDAN AUTHORITIES view
  • 17 Jul 2013 in Senate: Thank you Mr. Speaker, Sir for this opportunity to debate on the first Bill since this Senate came into being. I start by saying that I support this Bill with some misgivings. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 17 Jul 2013 in Senate: Madam Temporary Speaker, I do not have the benefit of the Constitution right here and I stand guided by my friend, Sen. Murkomen. But, indeed, even if we have to wait for three years, if you have already been pinched and told to persevere being pinched for an additional three years, that is unacceptable and unfair. Even if it is one, three or 20 years, it is still bad for a county that has been marginalized for decades. Madam Temporary Speaker, I am appealing to the Committee on Devolution and the Committee on Finance, Commerce and Economic Affairs as directed ... view
  • 17 Jul 2013 in Senate: Madam Temporary Speaker, there is no way I will withdraw that because this young Senator should know that in the Civil Service, there are public officers who have discipline problems. Even within the Government, whenever they are unable to perform, they are transferred from Station A to Station B. What has happened has been happening. If you want substantiation, go to Kitui and you will find files of officers who have--- view
  • 17 Jul 2013 in Senate: Madam Temporary Speaker, I do not want to argue with my colleague, the Senator. I never mentioned about his--- view
