  • 14 May 2013 in Senate: Madam Temporary Speaker, first of all, I would like to congratulate the Senator for Elgeyo-Marakwet for bringing to the attention of this Senate this grave matter. The county assembly members have not abandoned work because they want to do so. They have done so, because it has been impossible to sustain themselves while doing the work which they were elected to do. Therefore, this Senate must stand in solidarity with them throughout the country. As many Senators have said, I have county assembly members who have to travel 300 kilometres to the county headquarters in Kitui and have to stay ... view
  • 8 May 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir. I stand here to support this Motion. It is a very important Motion because it touches on the security of our people. I have been following the story of Bungoma and Busia counties on these attacks. It is a very sad story. Children cannot go to school because parents are afraid that their children will be killed. I saw a story where the head of a family has to arm his children with view
  • 8 May 2013 in Senate: and then he tells his wife that her work is simply to scream if she sees anything, and then he goes to keep vigil outside. Is this Kenya 50 years after Independence? I want to tell my colleagues in Busia and Bungoma counties that they are not alone in this problem of insecurity. Just the other day, raiders went to Narok County and killed people. They were allegedly from Tanzania. There are many areas where bandits are raiding without those cases being reported. In my own county, every now and then at the border with Tana River, raiders are coming ... view
  • 8 May 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir. I stand here to support the Motion. As you are aware, this morning we went through the burial rites in the church. I just want to stand here first as a member of the funeral committee, to thank the Senators. They rose to the occasion immediately this death was announced and they suspended all Business; they eulogized their colleague and even visited the family. This morning, I had occasion, on behalf of the family, to thank the Senate very sincerely for that action they took and for the assistance they gave. May I, Mr. ... view
  • 7 May 2013 in Senate: Thank you Mr. Speaker, Sir for this opportunity to make my contribution. On the outset, I would like to say that I support the Motion. During my contribution to the Presidential Address, I dwelt on the marginalization of certain areas of this Republic especially now 50 years after Independence. We can look at what development has taken place and where. It is clear that correcting issues of marginalization must be the agenda of this Senate if we are to play the role that those who drafted the Constitution expected. In my view, that is the reason why we went into ... view
  • 7 May 2013 in Senate: Mr. Speaker, Sir, protect me from the Leader of the Minority because he does not want to allow us to contribute. view
  • 7 May 2013 in Senate: On a point of information, Mr. Deputy Speaker, Sir. view
  • 7 May 2013 in Senate: Mr. Deputy Speaker, Sir, I thank my colleague Sen. G.G. Kariuki for allowing me to inform him. I want to inform him that there is a Committee on Implementation which should be following the implementation of the Motions we pass in this Senate. I understand he is a Member of that Committee. view
  • 7 May 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir. I stand to support what my colleagues have said. I have a lot of respect for the ruling you have made. But, Mr. Deputy Speaker, Sir, I think we should make it a practice from now on that before such a vote takes place, it is incumbent upon the Clerk to ascertain whether that threshold of voting – not of the quorum - is there before we undertake any vote. I think this being the first time that we have taken a vote, we are all learning; it is a new Chamber. It is ... view
  • 30 Apr 2013 in Senate: Mr. Speaker, Sir, I want to join my colleagues in paying tribute to my departed friend. On behalf of the people of Kitui County, I want to send my deepest condolences to the family of the late Mutula Kilonzo and also to the people of Makueni who elected him only recently with many votes. The late Mutula Kilonzo was many things; first and foremost, he was a family man. He was a very successful lawyer as has already been stated by his colleagues. He was a successful businessman and a fearless politician. I want to specifically thank him for the ... view
