Members that when we were campaigning for the new Constitution, we went round the country and the members of the public unanimously said that they wanted chiefs to continue in service. In any case, I was one of the cleanest PC who ever served this country. The records will bear me witness. I wanted on a very serious note to caution on the service delivery co-ordination units. The creation of these units must be based on some formula. We want to ensure that if locations and districts are created, they are based on some formula like population.
