  • 15 Jun 2016 in Senate: Mr. Temporary Speaker, Sir, I beg you because I have some very important points to explain. We went to Pangani Police Station not to see Sen. Muthama, Hon. Junet or Hon. Bosire but to see all MPs who are there, including Members of the other side. We went to the Officer Commanding Police Station (OCS), Chief Inspector Benjamin Kisela. We begged him to allow us access to see our colleagues but he refused and insisted he cannot allow us. What surprised and shocked us was that he threatened us. He said that; “If you do not get out of my ... view

  • 2 Jun 2016 in Senate: Thank you, Mr. Speaker, Sir. My point of information to my dear friend and neighbour is that he is the Senate Majority Leader and the person who sits or influences the sitting on our Bills is the National Assembly Majority Leader who is his counterpart within the Jubilee Coalition. I, therefore, find absolutely no problem in our leader to influence and convince the other leader and ensure that what we take there is acted upon so that we reciprocate. I want to inform him that the rule of reciprocity entails that the two parties must respect each other, work together ... view
  • 4 May 2016 in Senate: On a point of order, Madam Temporary Speaker. Is Sen. Wamatangi aware that on 21st March, I was teargassed along with other Members of Parliament while walking peacefully along a deserted road? Is he not aware that the military is being introduced into civil government by none other than Maj-Gen (Rtd.) Nkaisserry, who is a former military man? Yesterday, innocent people were also teargases in Huruma. Is this the direction the Government is moving? Is this a military or civilian Government? view
  • 26 Apr 2016 in Senate: Mr. Temporary Speaker, Sir, I join my colleagues in sending very sincere condolences on behalf of myself, my family and also the people of Kitui County to the family of the former President, hon. Kibaki. I worked very closely with the family during my tenure as the Provincial Commissioner (PC) for former Central Province and interacted very closely with the late Mama Lucy Kibaki. She was always passionate about issues of the youth, particularly girls, and also the less fortunate members of the society. She spearheaded many development projects in Nyeri County, as the area Senator has just confirmed. No ... view

  • 21 Apr 2016 in Senate: Mr. Deputy Speaker, Sir, I want to inform my good friend, the Senate Majority Leader, that immediately after the violence, a Committee was formed under the chairmanship of the former Permanent Secretary for Planning, Prof. Sambili. I was a Member of that Committee. A compilation was made of the IDPs. What appears to have happened is that the list that Senate Majority Leader may wish to have access to has continued to be amended and added fraudulently. Therefore, I want to inform my friend that a list exists but perhaps that has already been compensated, and I think this is ... view
  • 14 Apr 2016 in Senate: Thank you, Mr. Deputy Speaker, Sir, for this opportunity to contribute to this Motion. From the outset, I support the formula that has been put forward in this report. This formula has been discussed extensively. I recall that we had a chance to discuss the said formula and we were all in agreement. We have in the past advocated for population to play a major role in allocating funds to the counties. It has now been proposed that we allocate 45 per cent on population basis. I think that is fair and it will go a long way in ensuring ... view
  • 29 Mar 2016 in Senate: On a point of order, Mr. Speaker, Sir. On Thursday 24th March, 2016, you ordered the Senate Majority Leader to issue this Statement. It is apparent that the Senate Majority Leader has defied the Chair’s instructions, which were very clear. The electronic version of the Senate Hansard Report is for information purposes view
  • 29 Mar 2016 in Senate: Mr. Speaker, Sir, I listened very carefully to the response that was given by my friend, brother, former and present colleague. I really sympathise with him The electronic version of the Senate Hansard Report is for information purposes view
