Mr. Speaker, Sir, It is not my intention to argue either with the Chair or the Leader of Government Business. It is on record that the Prime Minister, who is a Member of the Government, said that he was not consulted in this. If that is the case, it means the issue of collective responsibility would not arise because even the Prime Minister said that he was not aware.

Mr. Temporary Deputy Speaker, Sir, I want to utilize these two minutes by saying that I fully support the Vote of the Ministry of Medical Services. This is one Ministry which is facing many challenges. My heart goes to the staff who work out there under very difficult conditions. Any hospital must have some basic things. It must have an X-ray unit, a doctor, a technologist and an ambulance. However, our hospitals lack all those things. Mr. Temporary Deputy Speaker, Sir, I have just talked about the bumper harvest. This bumper harvest as you know, because your constituency is involved, went into waste because of aflatoxin. This happened because the Ministry did not advise farmers on the right way to store maize. Therefore, we ended up losing all that. If the Ministry had done something better by ensuring that farmers handled their crop properly, we would not be in that mess. I want to join my colleagues in applauding the Office of the President particularly the Ministry of State for Provincial Administration and Internal Security. A lot of work has been done. Those of us who started from the early days in the Provincial Administration can say with authority that a lot has been done in transforming this nation into one that can feel proud and secure. Thank you, Madam Temporary Deputy Speaker. I was talking about accommodation. We want to see proper offices for these officers. It does not augur well for a DC to live behind a lodging somewhere or perform his or her duties in an old chiefâs office simply because the location became the district. We want offices to be built that will match the position of these officers. I am encouraged because I know some money has been made available under this Budget to put up some district headquarters. Vote 03 - Ministry of State for Public Service is seconded by me. The public service is the engine of any Government.
