  • 18 Aug 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I stand here to support the Motion very strongly. I also want to appreciate the work done by the Minister for Education, my friend, Prof. Ongeri, and his staff. They are doing a marvelous job despite the challenges. Let me also appreciate the role that has been played by the Departmental Committee on Education, Research and Technology and its very able Chairman because I think they have done a good job. There are very many issues to do with education, but I just want to touch on a few. First, there is the ... view
  • 18 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I will do that. I stand here to very strongly support Vote 49. During the last few years, there has been great improvement in health delivery in rural areas. I speak as the Member for Mwingi South Constituency with an area of 5,000 square kilometers. I want to commend the Minister and her staff for the work they have done. I also want to commend the Chairman of this important Committee. I have had an opportunity to tour my constituency with the Chairman and, therefore, I want to thank them for the work that they ... view
  • 18 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, having now embarked on the construction of dispensaries with the Constituencies Development Fund (CDF) and most of them now being opened, I want us to move to the second phase, which is to provide maternity wards in all the dispensaries. This is critical, considering that most of those areas are very remote and we do not even have the basic facilities. view
  • 18 Aug 2010 in National Assembly: The issue of ambulances for health centres cannot be over-emphasized. We need them. I want to ask my good friend the Minister to team up with her colleague - the other Minister - to whip Kenya Medical Supplies Agency (KEMSA). All what we are doing now will come to zero, unless KEMSA pulls up its socks. Tremendous improvement is being done, the officers are working very hard, we are creating dispensaries but, drugs are missing. Only about 50 per cent supply is being achieved by KEMSA for the ordered drugs. Therefore, I applaud the Minister, her staff, the Committee, this ... view
  • 17 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank the good Minister for giving me her two minutes. I want to join my colleagues in commending the Minister for Water and Irrigation for the manner in which she, and her officers, are carrying out their duties. I am very happy to note that despite the financial problems, the Ministry has been able to do a lot of things. Let me emphasise the issue of water harvesting. During the drought period, the Ministry always talks about water harvesting, saying that when it rains they will initiate measures for harvesting water. When ... view
  • 17 Aug 2010 in National Assembly: Thank you Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this important Motion. On the outset, I would like to say that I wholly support the Motion. This Ministry should be accorded funds. I know we have come a long way in matters of environment. I want to commend the Minister for the manner in which he has carried out his work. We have just finished commending the Minister for Water and Irrigation for the manner in which she has carried out her work. I want to say that this is another Minister, hon. Michuki, ... view
  • 17 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Minister talked about mining and I was keenly waiting for him to talk about coal mining in my constituency. For many years, I have been standing on the Floor of this House and appealing to the Ministry of Energy to hasten the exploitation of coal in my constituency. Currently, the Minister says the mining industry is only contributing 2 per cent of the Gross Domestic Product (GDP). The Ministry should do more. I want to urge the Minister for Environment and Mineral Resources to collaborate with his counterpart, the Minister for Energy and assist ... view
  • 12 Aug 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I beg to second this Motion by the Minister for Forestry and Wildlife. view
  • 12 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the money that the Minister has requested, as you have noted, is not adequate. I, therefore, urge the House that we approve the little that has been provided. As you are aware, there has been serious destruction of forests in this country reducing the forest cover to a mere less than 2 per cent from what it should be. A normal one should be 10 per cent. Never again shall this country allow this kind of destruction to go on. The kind of climate change that we have seen in this country, particularly dry weather, ... view
  • 12 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Minister talked about research by the Kenya Forestry Research Institute (KEFRI). It is obvious that if we are to achieve the afforestation that we require we must ensure that KEFRI does its best to research and come up with suitable seedlings for dry areas. view
