  • 12 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, on the issue of wildlife conservation, I want to commend the Kenya Wildlife Service (KWS) for the role it has played in the conservation of wildlife in this country. As you are aware, Kenya remains one of the leading tourist destinations in the world. This is so because the KWS has done a commendable job in conserving wildlife. We want to urge them to continue because it is through their efforts that we have achieved so much in tourism. While doing that, I would like to urge KWS to address the issue of human-wildlife conflict. ... view
  • 12 Aug 2010 in National Assembly: and even human life is lost. Therefore, I urge KWS to ensure that these conflicts are minimized because their success of conservation can only be achieved if there is good living relationship between human beings and wildlife. view
  • 12 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am encouraged that the Government has increased the amount given previously as compensation. This has been a thorny issue because our people were maimed, killed and agricultural products destroyed and no compensation was paid. I note that the Minister is requesting for Kshs200 million from Kshs40 million that was previously allocated. I think this is a reasonable request which the House should approve. As a matter of fact, I would urge that in future, this amount be increased tremendously in order to enable the Ministry pay-up all the pending compensation claims that have been ... view

  • 22 Jul 2010 in National Assembly: Mr. Speaker, Sir, the subject matter of this Motion was debated informally this morning and it looks to me that we are all in agreement. Therefore, would I be in order to ask that you put the Question? view
  • 6 Jul 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I stand here on a point of order to seek your guidance on the matter of hon. Retired Justice Akiwumi’s Report, which was debated in this House through a Motion and passed unanimously on Wednesday, 30th June, 2010. As a matter of record, I was not in the House when the vote on this matter was taken. This notwithstanding, as an hon. Member of this House, and in accordance with traditions and practices, I am part and parcel of that decision. Mr. Deputy Speaker, Sir, it has now become a practice ... view
  • 6 Jul 2010 in National Assembly: I am on a point of order. On Saturday, I watched in utter disbelief as an hon. Member of this House told a huge public “NO” rally at Machakos that the decision to adopt the Akiwumi Report was intended to bribe Members to change from “NO” to “YES” in the forthcoming referendum. In a nutshell, the dignity of this House has in the past and through the ongoing debate, been seriously dented. It is for this reason that I seek your guidance on these matters in order to save the dignity of this House. view
  • 1 Jul 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I thank you for giving me this opportunity to contribute. This is a very important Bill. I want to give it my full support. view
  • 1 Jul 2010 in National Assembly: It is a shame that malaria has continued do to harm the economies of our countries in Africa, and Kenya in particular. As has been stated by previous speakers, so many lives are lost every day, because of malaria. Historically, this disease has killed millions and millions of Kenyans, not to mention the negative economic impact that malaria has in our country. Every day, you have people who cannot go to work because they are suffering from malaria. Therefore, we lose very many man hours and unproductive days because of this terrible disease. Apart from that, travel advisories are being ... view
  • 1 Jul 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while congratulating hon. Kaino, I have very serious issues with the location of the headquarters of the institute. It is not right whenever we make laws, to direct where institutions should be situated in the Bill. This is wrong. As legislators, we should create institutions and then the relevant authorities, in this case the Ministry of Public Health and sanitation knows best where such institutions view
