Mr. Speaker, Sir, in the first place, I said that we are not aware of the auction the hon. Members are talking about. So, we do not even believe that those properties exist. If the properties exist, all of them are included in the cases which are in court. I appeal to the hon. Members, including the Questioner, who are affected by this matter, to talk to the directors and the employees so that they can withdraw the court cases in order for us to revive the KFA. All of us are interested in reviving that organisation.

Mr. Speaker, Sir, in the first place, I have said that I am not aware of what the hon. Member has said. Unless the hon. Member has proof that the assets will be auctioned, that is not true. This is imaginary!

Mr. Speaker, Sir, I am serious when I say that I not aware. We have checked whether the KFA has properties or not. In the first place, the Minister has no powers over courts. Unless he becomes part of the case in court, he cannot stop it. Mr. Speaker, Sir, a court order will be implemented if it is issued. However, we will try our level best to ensure that those assets are not sold because we are trying to revive the organisation. Mr. Speaker, Sir, I am not re-opening any debate. It is mandatory that Ministries prepare and submit quarterly reports. I realise that there are a lot of Ministries which are not submitting these quarterly reports. I am appealing to the Minister to insist that these quarterly reports be sent to him, so that we able to see the performance of these Ministries. Now that every Ministry has signed a performance bond, it is important for him to demand a performance report every quarter.

I do not know what I will say in one minute, but I will try to be very fast. Mr. Temporary Deputy Speaker, Sir, 70 per cent of my constituents are squatters. Embakasi Constituency has a population of about one million people, being the most densely populated constituency in this country. I am bothered that, literally, every day, I have problems with squatters coming to my house, demanding that I help them in one way or another. Mr. Temporary Deputy Speaker, Sir, the Finance Bill for many years has become either a complicated or non-clarified issue because it goes on to say we amend section this and that, and November 1, 206 PARLIAMENTARY DEBATES 3345 yet, what we are amending is not attached. Most of us, do not even know what it is that is being amended. What does the original law say? I know that the Minister will tell us that the whole set is here. However, I would have expected that for whichever areas they are amending, they should be able to attach the original ...
