  • 26 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, the issue of lack of culverts and poor drainage is a countrywide problem. It is not only found in Nyaribari Chache. For example, in Kinangop the road from Engineer to Kirima and from Kirima to Dinda is now impassable because there is no drainage on that road. The water has cut the road into half. I have always wondered whether the Ministry has any policy on construction or maintenance of roads. Why do they not provide enough culverts, so that water does not have to cut roads into half?   • 12 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the alternative route through this bridge is the road through Flyover and Njambini all the way to Ol Kalou. However, only a small section of 15 kilometres from the Flyover to Njambini is impassable because it has a lot of potholes. If this road was repaired, then it would serve as an alternative road, while the Ministry is renovating this bridge to accommodate those huge trucks. When will this section of the road be repaired to motorable standards? view

  • 7 Sep 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I will be brief. A Government of credibility must negotiate in good faith. This Government negotiated with the teachers and made some promises. If it does not live to those promises, it has not credibility. This Government negotiated with the police, but to some extent, it did not deliver. This Government negotiated with the Members of Parliament, but in the end, it was not ready to honour that agreement. It is important for them to negotiate what they can deliver and stick to it. view

The reason why we raise some of these points is so that the Bill can be improved. We are guided by what has happened in the past where the Government has guaranteed. According to me, there are two clauses here that I think can be improved. One is Clause 5 where the Cabinet Secretary has to sign the guarantee and later report to this House.
