So, it is quite commendable that after going around the country looking at the issue of IDPs, the Committee was able to come up with such a Bill. Mr. Temporary Deputy Speaker, Sir, this Bill is very good because it recognizes the current dispensation of a central Government and county governments. Under Part III on Administration, it places legitimate responsibility of IDPs on the Government. But ... view
  • 5 Sep 2012 in National Assembly: Mr. Speaker, Sir, I would like to know from the Minister in a place like Nyandarua County and particularly Kinangop where we had a young lady, Mercy Nyambura going up to the Olympics and we have to use CDF money even to purchase fields for sports, what is the Ministry doing? Could they utilize the fields that we are buying and fence them or provide the necessary equipment? view

  • 30 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in our Constitution, public participation is critical and is provided for. We are getting these rules now and you are directing the Committee to sit tomorrow and present the report on Tuesday next week. When is the public going to play its role? When will public participation take place? Could you provide some guidance? view

  • 24 Aug 2012 in National Assembly: Madam Temporary Deputy Chairlady, here, we are looking at what is good for this country, not only for the immediate future, but also for long-term, whether this side is in the Government or the other. This is why I support the amended version by the Chair of the Committee. I beg to support. view

  • 24 Aug 2012 in National Assembly: Madam Temporary Deputy Chairlady, I am of the same view with my namesake there. For example, during the post-election violence, the NSIS had warned the other security organs of what was likely to happen. They were ignored. Take the case of drugs infiltrating this country. We have been told by the DG in conferences where MPs are present that they have warned the police that this and that is likely to happen, but view

  • 23 Aug 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, the way this clause is takes away the right of whistle blowers. So, I support the amendment as proposed. view
