Mr. Deputy Speaker, Sir, while I support this Motion, I want to say that we never learn. Every time there is a deadline, this House has to sit for extended hours. We have to sit for extra days. This is not the first time we are doing this. It is not the second or third time either. I do not know when we will ever learn. I do not want to see the Chairman of CIOC complaining. It is high time that the CIOC told the Kenyan public that something needs to be done, because this is a reflection of ...

Mr. Speaker, Sir, I want to thank the Minister for the Ministerial Statement. I would like to seek clarification because it appears that the KAA Management hurried the processes of this tender of a very large amount, which is improper. I would like him to tell the House whether, as the Minister in charge, he has taken any action against the management of KAA or has investigated any other malpractices that the management of the Authority may have engaged in. On a point of order, Mr. Deputy Speaker, Sir. I have also been keen to ask the Assistant Minister a question but since it looks like you are going to rule that he comes back with a more comprehensive answer, I was going to say that as he comes back, there are many areas, including Kinangop just after Fly Over there, where investors have come and they are leasing land from the farmers in order to generate electricity from wind power. Thank you, Madam Temporary Deputy Chairlady for giving me this chance. I respect the President. I have a lot of respect for him. I must look myself in the mirror and ask myself: Is this really David Ngugi who was rigged out by PNU? If he had no chance to move to Sisi kwa Sisi Party he would not be here as a Member of Parliament!

Although we are protecting parties, what measures are we instituting in those parties to ensure that there is internal democracy? We do not need people to be dictated to and favoured because of who they are or who they are not. I would have sincerely wanted to see this amendment being further amended to ensure that parties do not become dictatorial. They need to practise internal democracy. I support because of my friend, the Attorney-General and the President.

Madam Temporary Deputy Speaker, I want to congratulate the Minister and the Committee. Having said that, I want to look at the lessons learnt. If we had to do so much work, what about when we move to county governments? We need to start preparations now so that when we have the county government system we do not have to have this push and pull and everybody would have been well prepared. This is why we need substantive Ministers. This issue of acting Minister will not take us forward. With those few remarks, I support.
