  • 14 Sep 2023 in National Assembly: beginning of returning the sugar sector to the farmers themselves, who should be benefitting from sugar farming. Three things that will happen this evening that I will applaud are: We are writing off debts worth Ksh50 billion of farmers' loans. That only happens in the tea and coffee sectors. We are paying farmers’ arrears worth almost Ksh7 billion and salary arrears to Nzoia, South Nyanza, Miwani and Chemelil sugar companies. I am sure that at the end of this evening, our farmers will know how they will own their industries. We should change it to make sure it is 20 ... view
  • 14 Sep 2023 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to support the nomination of Andrew Mukite Musangi as the Chairperson of the Central Bank of Kenya Board. I would like to remind Counsel Andrew that he will become the Chairperson of the CBK Board at a very volatile period. view

  • 14 Sep 2023 in National Assembly: Hon. Deputy Speaker, the economic environment is very volatile. Banks are making huge profits yet Kenyans are suffering. Lenders are repossessing motorcycles from Kenyans. They cannot look at the economy and allow borrowers to pay in a manner that reflects their earnings. view
  • 14 Sep 2023 in National Assembly: In the last three or four years, interest rates have risen steadily even as the economy goes down. Financial inclusion is key, but we cannot assume that because we have M-Pesa, then we have reached a level where everyone is included. We need to ensure that inclusion also involves people being able to access credit at rates that encourage economic activity, and that do not kill the goose that laid the golden egg. The shilling is currently on a free fall. We are looking at the CBK and its Board to help the country so that we trade without the ... view

  • 14 Sep 2023 in National Assembly: Thank you, Hon. Temporary Speaker. I wish to report that the Committee of the whole House has considered the Sugar Bill (National Assembly Bill No. 22 of 2022) up to Clause 17 upon which it was reported that there was no quorum. Under Standing Order 35(2)(b), I therefore report that there was no quorum and we had to adjourn. view

  • 24 Aug 2023 in National Assembly: Hon. Temporary Speaker, I am already brief. I am quite short. Sugar is not just a product that is put on our tables. It is a political product. It has always been all over the world. There are only two kinds of barons in the world. There are sugar barons, who are the most powerful, and drug barons. Sugar is not just sugar. I thank Hon. Wangwe for taking his time to work on the Bill. Hon. Temporary Speaker, I have an issue with the Bill in totality, and not just in terms of some clauses. We have neglected sugar ... view
  • 24 Aug 2023 in National Assembly: split hairs and create a Sugar Board and various other bodies but if we do not make the farmer the centre of sugar production, it will never work. Hon. Temporary Speaker, farmers’ cooperative societies, and not individuals, should import sugar. Certain individuals are issued with licences and allowed to import sugar duty- free. The sugar industry is cartel-ridden. If we do not allow farmers to import sugar, we will lose money. How much money do we make every year when we allow duty-free and quarter- free importation of sugar? Why do we do so? There are no returns. As Hon. ... view
