I have also indicated that the real essence of establishing this organization was to assist in terms of medical expenses but what we realized is that out of the funds that they raise, you find that more than 50 per cent of those funds is spent on personnel and administrative costs. Mr. Deputy Speaker, Sir, we know that this is a very important office. This office oversees how Government funds have been spent. I would expect that whoever holds that office should be qualified in that line. I would like to know from the Assistant Minister, looking at all the four the four names that have been indicated here, none of them is a certified public accountant who is able to audit. Why have the holders of this office not had any qualifications of a required auditor?

Mr. Deputy Speaker, Sir, the Assistant Minister has indicated that this is a managerial position and it requires somebody with management qualifications. However, when I look at the three gentlemen and one lady, I do not see if they had any other qualifications apart from their first degrees. Was there any other qualification apart from management which was considered to appoint these people to this position?

Madam Temporary Deputy Speaker, the Assistant Minister says this police constable was dismissed after being found guilty of an offence of breaking out of police lines. He has quoted a section of the Police Regulations. What offence did this officer commit? Are policemen like prisoners such that they can break out of camps?

On a point of order, Madam Temporary Deputy Speaker. I would really want to find out whether the Assistant Minister is in order to table a document, which is not from the courts, and claim that, that document was actually from the courts.
