  • 13 Jun 2018 in National Assembly: Hon. Temporary Deputy Chairman, this opportunity is much appreciated. I stand to support the allocation to the Authority. As I support this, I would like to tell the The electronic version of the Official Hansard Report is for information purposes only. • 13 Jun 2018 in National Assembly: Authority that this House is keen to see that we get value for the money we are allocating them. I speak this at a time when extrajudicial killings in this country are on the rise, a matter that is affecting some of my constituents, as we speak right now. The only recourse that people have after the police have committed an injustice is the Independent Policing Oversight Authority (IPOA). It is known to members of the public that the uniform that police officers wear is bought using our taxes. The guns that they carry and even the bullets that they ... view
  • 3 May 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I have to say that I was honoured to have been a Member of this august House when His Excellency the President delivered this most inspiring Speech in this occasion of the State of the Nation Address. If the Speech of the President were to be captured in one phrase or theme, I think that theme would be that Kenya will emerge. I am very convinced, persuaded and inspired that Kenya will actually emerge. I did observe and note that His Excellency the President started by first paying a tribute to my ... view

  • 3 May 2018 in National Assembly: However, His Excellency the President quickly noted that despite the electioneering process and the drought situation in Kenya, the economy of this country stayed resilient. For that, we have to applaud ourselves as Kenyans; that we were not derailed by this long electioneering process. Neither were we very hard hit by the calamities that were natural and as such we carried the normal Kenyan spirit of resilience. I have to say that my big takeout out of what His Excellency the President spoke about in his State of the Nation Address was that we are now living in a new ... view
  • 26 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I will also not take much time because Hon. Wamunyinyi has covered quite good ground and we are also guided by what you have said. The issue of an expert opinion has been sought here and I would like it to go on record that even when a computer is seized by a security organ, what normally happens is that The electronic version of the Official Hansard Report is for information purposes only. • 26 Apr 2018 in National Assembly: they do not even operate on the actual hardware that carries the material software that is being investigated. They make an impression copy of what is carried in that hardware. In that sense, they do not even tamper with what originally existed within the hardware that was seized. But also, what this Committee is telling us is that there is a chance that there would be further modification or adjustment to data that exists and any computer expert will tell you that any modification made within any digital system has a footprint which carries its own metadata. As such, any ... view
  • 26 Apr 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I would not want this House to be drawn into a tug of war as to where the Bill should be domiciled because what we are seeking to do is to create a Bill that will mitigate some of the problems we are facing with the fast development in the ICT space. As it is now, we are playing catch-up because ICT is developing way faster than we can legislate and way faster than our security bodies can keep up. Knowing how our Government works, we are better of having this Bill ... view
  • 25 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion by Hon. G.K. and at the same time seek to introduce a mechanism that would make it possible for this not to become a Motion that just sits in our HANSARD and only goes on record as a matter that came up for discussion and end up being shelved without any implementation. First of all, I would like to observe few things that Members have raised here. Critical among them is the fact that even in our composition as human beings, we are 70 per cent water. It ... view
