I can see the concerns of Members. In case we are talking about a representative of the Council of Governors (CoG), conflicts might arise with the Constitution. It is something that we need to look at and I want to challenge the hon. Member to look at how we can accommodate the concerns of representation of the county. Perhaps a nominee from the CoG to accommodate their interests and at the same time not to be in conflict with the Constitution. Thank you, Hon. Temporary Deputy Chairman. I fully support the amendment. As you are aware, we have had incidences here in the past where even managing proceedings was an issue. For the sake of the sensitivity of some of the issues that we deliberate, sometimes we need to have this kind of system where we enforce the Standing Orders of the House for orderly debate and deliberations in the House and committees. Thank you, Hon. Temporary Deputy Speaker. I want to be very brief. From the outset, I support the Bill. What has attracted me most is Clause 31 which talks about performance contracting. This is something we have wanted to have across board, especially for the Civil Service to ensure that we are guaranteed value in service delivery. Hon. Temporary Deputy Chairperson, I strongly support the amendment. As you are aware, a capital market is a channel by which foreign inflows come into our economy. In the last few months, we have seen hemorrhage of our capital markets in excess of Kshs174 billion; an erosion of capital in this economy. I do not want to take too long. We have been having inflows of Kshs600 million every single trading day from the financial markets of the world.
