8 Sep 2020 in National Assembly:
Thank you, Hon. Speaker. I beg to ask the Cabinet Secretary for Education the following Question. (i) Could the Cabinet Secretary outline the mechanisms the Ministry has put in place and the facilities it has availed, if any, to ensure that students with various forms of disabilities are able to effectively and efficiently access online learning during the period of the COVID-19 pandemic when learning institutions are closed? (ii) What guidelines and framework have been put in place to guide the eventual re- opening of schools with respect to all public and private institutions providing special education in the Country? ...

8 Sep 2020 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker. I will, from the outset, support this Bill and thank Dr. Mishra. Indeed, as we look at the new section or the amendment, we see that it is very relevant. It is because a policy guideline which is really what is informing this is a function of the national Government. We can see clearly that when we are talking about referrals, particularly when we want to look at them on health grounds, we would want to think of clients. That they would receive appropriate care and at a cost that is affordable and not ...

8 Sep 2020 in National Assembly:
also, as those that are concerned with representation, do a little more research and bring a lot more of the concerns that our people have on the ground. I conclude by saying that I had a personal experience last year because of my daughter who I, unfortunately, lost in February. She was a student in South Africa and had to start her treatment in South Africa. When we brought her here later on, it was quite clear that the Kenyan facility, doctors and the medical attention that was here was really exceptional and very good. So, I think this is ...

12 Aug 2020 in National Assembly:
Cash transfer, especially in this period of Covid-19, is an issue that has a lot of mistrust, especially from our counties. I speak on behalf of Migori County. I listened to the Chair. Hon. Mwathi, basically saying that my county of Migori is in Phase Two. One of the criteria he mentioned is for the money to go to the breadwinners of households that have persons with disabilities. I just came from Migori County. On behalf of the persons with disabilities in this country, I can authoritatively state that the criterion that looks at breadwinners of households with persons with ...

I want the Chair of the Departmental Committee on Labour and Social Welfare, as we move forward – I will raise this as a parliamentary Question – to bring a breakdown of households that are headed by persons with disabilities that received the cash from the Cash Transfer Programme. They are not there. They have not received the money.

It is a good presentation. It is only that persons with disabilities do not feel the effect of the Covid-19 funding. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

12 Aug 2020 in National Assembly:
Hon. Deputy Speaker, I want to state that it would be in order that when a Member requests for a Statement, they are informed when it is responded to. I had an unfortunate experience of my Statement being responded to when I was outside the Chamber attending to another business and only caught the tail-end of it. So, is it in order for a Member not to be informed when they request for a Statement and the responses are scheduled on the Order Paper, so that they prepare to be in the Chamber?

23 Jun 2020 in National Assembly:
Hon. Temporary Deputy Speaker, thank you very much for giving me the opportunity to congratulate my country, Kenya, on its auspicious election to the UN Security Council. It makes me proud to be a Kenyan and it is a show that Kenya is definitely the pride of Africa. Allow me again to quickly congratulate the President. We saw President Uhuru Kenyatta do a lot of mobilization by virtually engaging through Zoom and through other channels to rally support. The opportunity for Kenya to sit at that high table shows the confidence that the world has in our country, especially as ...
