I thank the Departmental Committee on Administration and National Security for presenting to us a relatively young man to this critical position. Mr. Mutyambai takes over from Mr. Boinnet. Temporary Deputy Speaker, as you are aware, women will not report cases of sexual assault or cases of rape to the police simply because of the way the police system is structured. It does not really have those structures. The police system does not treat women well when they go to report cases of gender-based violence. The police will start telling you to explain how rape happened. How does a woman explain to a policeman how rape happened? He is coming in at a time when the police force has been putting in place structures to ensure that the police integrate and live within the community setting. The police are not going to live in the camps. They are going to integrate and live with the members of the community. How then are the police going to integrate and live within the community when people have no trust in the police force? ... view

If you look at the housing situation of our police – and that is why they are taking bribes – you will see that we need to address the issue of housing, remuneration and compensation of police officers who actually suffer disability or leave their families when they die in the line of duty.
