We should give opportunities to the not-so-common faces so that our people are able to see that we are making very serious contributions in this House. Thank you. view
  • 12 Feb 2014 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker. I rise to oppose the amendments to this Bill. I know that this Bill seeks to remove powers from the Commission and take them to the Inspector-General. You know very well that when too much power is given to an individual, it can be used very badly. view
  • 12 Feb 2014 in National Assembly: We have a Commission which I feel is better placed to handle the issues of National Police Service. Therefore, giving too much power to the Inspector-General of Police will not work very well. I feel that these amendments are in bad taste; the same way the Committee has just given us a Report this afternoon. That is because we needed to read this Report so that we can understand and give our input on the Bill. view
  • 12 Feb 2014 in National Assembly: The Teachers Service Commission is a Commission that looks at the welfare of teachers. We have the Ministry of Education and they complement each other. To me, I look at the mandate that has been given to the Commission. The Commission is mandated to do the recruitment, training and promotions. Look at what happens in the Police Force. view
  • 12 Feb 2014 in National Assembly: The Police Force is the most corrupt institution right now in this country. Promotions are given right, left and centre. We need a Commission that sits down, consults and discusses very well issues to do with promotion. view
  • 12 Feb 2014 in National Assembly: Hon. Temporary Deputy Speaker, I come from a place where police have been sent to do their work. You will find a police officer staying there for over ten years. This is a man who cannot know exactly what he is supposed to do. He has been there for ten years and yet, police officers are supposed to stay in an area, if it is longer, for three years, so that they do not engage in all manner of illicit issues.   • 12 Feb 2014 in National Assembly: Hon. Temporary Deputy Speaker, look at housing for the police. Where we come from, police officers continue to live in dingy areas. You cannot even compare where the police live and the kind of work they are supposed to do. They are supposed to provide security and yet, they have no houses and vehicles. view
  • 12 Feb 2014 in National Assembly: From this point of view, I feel that the National Police Service Commission is better placed to handle issues of the police than giving so much power to the Inspector-General. view
