On a point of order, hon. Temporary Deputy Chair, Sir. I think it is an intervention. This is very important and the last time we discussed it, was last week; some of us might not be having--- I wanted to suggest that the Vice Chair of the committee talks about it; she is able to kind of read it again, so that we see how it appears in the Bill, and so that we are able to follow closely.

Thank you, hon. Temporary Deputy Chairman, Sir. I rise in support of my colleague. Personally, I feel that we are making a request, and are not putting any responsibility on any person. I propose that the Member leaves it the way it is because we are talking about--- This is because if we delete that, we will just leave it bare. We are now putting it like we are asking whoever is responsible--- Someone has to bear responsibility. I would like to propose that the Member for Rarieda reconsiders this amendment. Hon. Temporary Deputy Chairman, I want to really appeal to hon. Sakaja to withdraw. I am very sure that hon. Sakaja is going in for an elective position. I do not think he will want to be nominated again. What my brothers are talking about is a serious reality and some of us have passed through that. If anything, I would have suggested that he adds the number of days. However, I would like to support my two colleagues. Thank you very much, hon. Temporary Deputy Speaker, Sir. I rise to oppose the Bill in its current form. I will not be part to it. I have been a journalist and once a journalist, always a journalist. We have always had the media council which has been regulating the work that journalists do in this country. They do their work fairly well.

Hon. Temporary Deputy Speaker, Sir, when we are talking about any democratic society, any country that boosts of having moved forward, independence of the media has to be guaranteed. When I look at this Bill, I do not see where media is seen as independent. We cannot talk of having a free and independent media council when we are having the Cabinet Secretary for Information, Communication and Technology having to appoint members to the Media Council. Hon. Temporary Deputy Speaker, Sir, the only thing I would suggest, the role of a journalist does not come out clearly in this Bill. We have so many journalists in this country who are not well trained. What we need to include here is regulating the various training institutions that train journalists. We have so many bogus colleges in this country that purport to train journalists and then you find bogus journalists who are exhorting money here and there from every member. On a point of order, hon. Temporary Deputy Speaker, Sir. Unless my English does not serve me right and I stand corrected, the Bill reads that the Cabinet Secretary shall within seven days of receipt of the names by notice in the gazette, appoint a chairperson and six members of the Council. Unless I do not understand, this Bill is clear that the Cabinet Secretary has a leeway or a hand in appointing members to the Media Council. This is what I am opposing.
