I want to thank her, congratulate her and encourage her to continue doing what she has been doing. I am personally a beneficiary of the Ministry of Water and Irrigation. As you know, Bura Irrigation Scheme, Hola Irrigation Scheme and other projects including boreholes and dams have been done in my area. One of the major projects that have stimulated the economy of this country and generally in the Tana Delta is the Hola Irrigation Scheme. I just want to say that we went to Israel with the Minister in 2008 to see how that country was performing in terms of management of water. I was surprised and shocked to see that the Ministry officials we went with had gone to the same universities with the ones from Israel. When we got there, they were hugging, smiling at one another and reminding themselves about those things. I also realized that the models that the Israelis were using came out of the thesis papers written by Kenyans; the same Kenyans we had gone with. I then wondered ...

Mr. Deputy Speaker, Sir, I beg to reply. (a) Miss Bornes Chepkemoi Koech (PF No. 36655), who was retrenched from Telkom Kenya on 31st January, 2007, was paid her gross retrenchment package of Kshs1,011,574.75 on 16th March, 2007, while another amount of Kshs273,886 was paid to her as Provident Fund dues from Teleposta Pension Scheme on 9th October, 2007. (b) The Government does not need to take any action since the retrenchee was paid all her dues.

Mr. Deputy Speaker, Sir, I want to table a copy of her last payslip as evidence that indeed Miss Koech was paid. As pertaining to the letter, although I have not seen it, but I believe that is an issue regarding to her pension. I am very much willing to work with the MP to see to it that Miss Koech is paid.

Mr. Deputy Speaker, Sir, I beg to reply. Yes, I admit that we have not fully complied with the provisions of Section 4(1) of the KBC Act, Chapter 221 in appointing the current Board of Directors at KBC. According to the Act, the Board should be composed of 11 members. However, currently there are ten members. Three are representatives from the Treasury, Office of the President and the parent Ministry respectively. In addition, there is the Managing Director and the Chairman who are appointed by the President. On the other hand, six directors are appointed by the Minister. Mr. Deputy ...

Mr. Deputy Speaker, Sir, indeed, we have complied with the letter from the Controller and Auditor-General. The only area we have not complied with, and which I have mentioned, is that of radio communication. This is a very rare area to cover. We are still looking for a qualified person to fill this vacancy. It is hard to find engineers in the field of radio communication. This is the only area we did not comply with. The rest of the criteria with regard to the board members were complied with.
