First, I want to appreciate the concerns by Members of Parliament which will go a long way in informing the areas that we feel are necessary so that they can be addressed. However, most of the issues that were raised here have already been covered in the Kenya Communications (Amendment) Act that was passed by this House.

Mr. Deputy Speaker, Sir, allow me to talk about some of the issues that were raised here. One, Mr. Keter requested that we disclose the issue of the consultancy firm. There is nothing to hide in this. We have consulted the International Finance Corporation (IFC). We have paid around Kshs200 million for the consultancy services.

Mr. Temporary Deputy Speaker, Sir, I stand here to support the Motion. I want, in the interest of time, to point out a few issues. The purpose of leadership is basically to deliver on services. However, that is not possible if we cannot increase production. Production is not possible if we cannot deal squarely with the problem of infrastructure.
