On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for some Members in this House to be classified as âZakayosâ and others as otherwise? Zakayos are short people according to the Bible, who cannot be seen.

On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the hon. Member in order to mislead the House that there are no other people living there except the people of Garissa? There are people from Coast Province who are living there. It is not only people from North Eastern Province who are living along the river.

This was not deliberate; but it was because of the busy schedule within the Ministry that could not allow any of us to be available for the last two or three occasions. Mr. Speaker, Sir, I beg to reply. The Member for Garsen, Mr. Mungatana, wanted to confirm with the Ministry (a) the total cost of the recently launched The East African Marine System Cables, (TEAMS) project (b) when the project will start actual operations (c) what security measures are in place to ensure safety of the fibre optic cables, and (d) what steps the Minister is undertaking to ensure optimum use of the facility, considering that very few Kenyans own computers.

Mr. Speaker, Sir, the Ministry has just completed the Phase 1 of training applicants, and we have already started evaluating the proposals by the graduands. Soon we will be able to facilitate acquisition of loans through the World Bank, so that they can set up these villages in the 210 constituencies. Over and above that, we have already initiated some pilot projects on the same in Garissa, Malindi, Mukuru and other places. Mr. Speaker, Sir it is not the intention of the Ministry to bring on board white elephant projects in Kenya. What I said in my reply is that we are still negotiating to see how viable the mobile computer laboratories are. We have not yet established them. We are trying to look into the issue so that at the end of the day, it does not become a loss to the country.

Mr. Speaker, Sir, the National Fibre Optic Infrastructure is supposed to connect the 210 constituencies. In each constituency we intend to have one digital village. So eventually each constituency will be connected to the fibre optic cable. Currently we are working on meeting the challenges of the last miles, going beyond the constituency headquarters; we are exploiting other technologies like internet over power line and satellite communication to address that one. That one is supposed to go hand in hand with the electrification programme by the Government. So I have no doubt that your concerns will be addressed.

Mr. Speaker, Sir, we will look at that proposal amongst the many floated. I have said that the Ministry is consulting with the Departmental Committee on Energy, Communications and Information and once we arrive at a decision which we feel is the best way forward, we will go by it.

Mr. Deputy Speaker, Sir, I beg to reply. (a) I am aware that Telkom Kenya built a mast in North Horr one year ago. The mast is a repeater station which is used to control traffic of calls to the neighbouring countries and regions. The mast is currently not installed with Orange Fixed Plus CDMA Wireless or Orange GSM equipment. (b) Last year, Telkom Kenya embarked on an ambitious multi year plan that will eventually see the entire spectrum of Kenya enjoy their services. The Government of Kenya has also adopted a more proactive approach to accelerate telephone penetration in rural areas through the Universal Service Obligation Fund (USOF). Other incentives include opening up of telecentres and digital villages to be used by those who cannot afford the services directly.
