These are meetings between the Government Ministries and not between the Ministry of Information and Communications and Safaricom. Safaricom, Airtel and Airtel Uganda are service providers. Once the charges are effected, they are submitted to a service provider and not to my Ministry. So, when they have already offered services and the billing has been done, it is not possible for us to retrieve the money and bring it back to the clients. view
  • 17 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, even in Uganda and Tanzania, the citizens there who subscribe to roaming services are also charged international rates and the money is paid to the network that the clients have subscribed to. view
  • 17 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, I was recently in Tanzania and it happened to me. I forgot to change to the manual mode and I, therefore, paid an extra charge. He is talking about machines. view
