This is an idea whose time has come. We need to support our MSMEs. I come from Western Kenyan and the economy is driven by women. These women engage in small businesses. This is because the wazees did not allow anybody to marry a lazy woman. The first qualification for a woman in our community to be allowed for marriage is that she has to be hardworking. As a House, we cannot accept to be misinformed by other Government agencies. that money must follow functions and that the role of Members of County Asemblies of allocating that money cannot be wished away. We can give it a blind eye in the COVID-19 pandemic, but going forward the assembly must discharge their role of appropriating those finances. It is after they have approved the budget of the Nairobi County that those amounts of money will now be taken to where those functions are. That said and done, I support, and by looking at the mood of the House, you can put the question.

Thank you, Hon. Deputy Speaker. I rise to oppose this Petition for two reasons. One, His Excellency the President, through his reservations, did away with capping of interest rates. Kenyans are turning to these digital lending applications because they cannot access loans.

If we are to regulate money lending applications, then the whole banking sector needs to be relooked at. Kenyans are going for these loans because they cannot access loans from the major banks because of the stringent conditions, including being listed with the CRBs. For this reason, I do not support the Petition. I thank you.

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to pronounce myself on this Report that has been tabled. When Hon. (Dr.) Eseli raised this matter, I had the privilege of being part of the sitting. He was very clear. His concern was that the coffee that Kenyans plant in Tongaren and parts of Bungoma are affected by diseases. Farmers seem to be on their own. He went to the CRI to seek guidance.

Hon. (Dr.) Eseli confirmed to this House that when he arrived at the CRI, their coffee was infected by diseases. Therefore, he raised the concern of the capability of the CRI in doing what they are required to do. While I appreciate that the Committee tried to dig deeper and understand the facts in line with what Hon. Eseli asked for, it ought to have spent most of the time looking at the competence of the people who are involved in the actual research.
