Even as we support this Bill, the Committee on Implementation must also move with speed to ensure that the Bill is implemented. I am aware that this House has passed so many Bills. Unfortunately, after Bills are assented to by the President, some agencies do not implement them. Once a Bill has been assented to, the relevant agencies must move with speed and implement it. Our colleagues in the Senate take a lot of time to dispense of Bills originating in this House. This is a very important Bill. They should move with speed and approve it once we approve ...

Hon. Temporary Deputy Chairlady, I support this amendment by the Chair of the Departmental Committee on Finance and National Planning. It is a good amendment that will help this country move forward economically. This country is developed by investors. I support the amendment.

Thank you, Hon. Temporary Deputy Chairlady. I support, but I want to tell the Chairperson that next time, apart from paying taxes while smoking, we should also pay a further tax when we smoke in public.

Thank you. As much as I was almost supporting these amendments, we should know that the problem this country is facing is because of people taking advantage of these very laws we are passing here to steal from this Government and forcing it to dig deeper. So, unless the amendment is clear that this is only for housing, Hon. Chair, I oppose. This House is not going to give leeway to unscrupulous business people to take advantage and start siphoning money from this country.

Hon. Temporary Deputy Chairman, I am also surprised that the Chair is proposing deletion of this very important clause. I am even beginning to think that the justification he is giving is not genuine. Maybe, after publishing this particular Bill, some cartels or some people with certain interests tried to approach him. This is a very good Clause…

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to support this Sessional Paper. If there is any important sector of Government, then it is education. I also support this Sessional Paper because one of the state departments that has also been infested by cartels is the education sector. There are so many problems that ail the education sub-sector. While appreciating that the Government has put in too much money into this very important sector, I also want to decry that we have some misfiring especially in the manner in which these infrastructural development funds are issued. We ...

which they expect parents to pay through school fees. By doing that they are taking the gains that this country has attained in the education sub-sector back to the days when education was very expensive. We need to smoke out the officers of Government from Jogoo House who are sleeping on their jobs and who are not monitoring to ensure that Government policies are implemented to the letter so that we can make education affordable. I also pass my condolences to the families of those who lost their young ones in the tragedy in a school in Ng’ando. Those children ...

Thank you, Hon. Temporary Deputy Speaker. I also wish to support this Adjournment Motion. I would like to say two things. One, I would like to see the Ministry telling this country what plans they will put in place to ensure such a tragedy does not befall this country again. Two, I want the Ministry through the Cabinet Secretary, Prof. Magoha to tell this country what action he will take against his quality assurance officers. They have the cardinal responsibility of inspecting both public and private schools to ensure children are learning in sound structures.
