I think sometimes we are just shooting the messenger because he is just conveying what was written. As far I am concerned, the security of every Kenyan is enshrined in the Constitution. When the Government of the day provides security to Kenyans, it is not a favour but a constitutional right.   • 24 May 2022 in National Assembly: Thank you very much, Hon. Temporary Deputy Chairman. I support the amendment suggested by the Leader of Majority Party. This particular clause is arbitrary, and is subject to abuse and interpretation by different commanders or individuals. Removing this, in my opinion, will allow the Act to operate; and the Council or the Committee of Management to be able to look at the canvas with a clear mind. Thank you, Hon. First of all, every individual must be given a benefit of doubt so that the law cannot prejudice them. Secondly, all cases must be considered on merit. I think without really raising any confusion in this particular Bill in the supplementary Order Paper, it says, Clause 6 of the Bill be amended; (a) in sub-clause (ii) by deleting the proviso; (b) by deleting sub-clause 3. view

Anyway, I want to request the Chair and Leader of the Majority Party that, actually, in Clause 6 (i) a, b, c, there are those persons who served the Kenya Defence Forces as Kenya Armed Forces or Kenya African Rifles at different times in the history of this country. I want you to really look at it before we go ahead and delete it. Actually, those are the people who should be considered as veterans. view
  • 24 May 2022 in National Assembly: Thank you very much, Hon. Temporary Deputy Chairman. I support this particular amendment by the Leader of the Majority Party. I think what we must remove from making laws in this House, is the leeway of interpretation and unqualified justification to make certain rules. So, for that reason, although sub-clause (3) is generally an interpretation of what narcotics are, sub-clause (2) would give some individuals powers that they do not deserve under this Bill. For that reason, I support the amendment. view
