Temporary Deputy Speaker, when I look through this Bill, all over the world, there is the problem of adulteration, substandard and counterfeit goods and services. However, having this institution, I think we will be able to tie down the monster and ensure the safety, health and conformity of our goods to international standards. According to the explanatory notes in this Bill, I can see the intent is to have a body that is competent to carry out specific conformity assessment tests. At the onset, I want to congratulate the immediate former Secretary and CEO of EACC, Halakhe Waqo. He may be succeeded by Maj. (Rtd) Twalib Abdallah Mbarak who is also from a minority group. For the first time, we are seeing the minority groups succeeding each other. However, sometimes, the leadership in institutions headed by people from majority groups is succeeded by people from the majority groups. We should not legislate in vain. As we propose laws here, they must stand the scrutiny of time. The purpose of having a council is for decision and policy making in institutions. Most of those proposed to be members of the council are outsiders who are likely to have pecuniary interest when they are in the organisation. I speak with a lot of integrity because I have seen the previous Bill. When legislating in this House, we must ensure that anything good gives way to the best. As we legislate, even if there was an earlier Bill and there is tremendous improvement to it, we cannot say that the two Bills are similar. view

As we retire in our twilight years, if there will be nobody to take care of us, something must be in place to take care of us. Pension particularly at the county level is a county business. When we discuss issues to do with counties, we must consider the two levels of government – the national Government and the county governments.
