It should have come a long time ago because the girl-child education is very important for this country. In fact, an educated girl is more likely to raise a healthy and educated family than her un-educated counterpart. Statistics show that a literate woman raises a healthy and well nourished family. Temporary Deputy Speaker, Sir, I wish to support the Motion because there is a very serious shortage of health staff in this country, and we need to recruit more clinical officers, nurses and lab technicians. In my place, Habaswein District Hospital, which is Level 4 – a sub-district hospital – it is supposed to have, as per the standards of the Ministry of Health, up to 60 nurses. Temporary Deputy Speaker, I would also like to mention that the amendment by Hon. arap Sang seems to be very ambitious; 5,000 nurses, 5,000 clinical officers immediately and 3,000 clinical officers annually seems to be on the higher side. I also wish to mention that wherever those clinical officers and nurses are posted, there is a very big problem because most of them engage in business. They open clinics and small nursing homes and most of them do not serve the district hospitals. Because of that, there is always a shortage. I would also like to mention the issue of rural clinics and hospitals. They do not have enough personnel and drugs. First I would like to support this Motion. I would, however, like to support it with caution because some of the punitive measures as suggested in the Motion might not be very practical. We all know of the importance of wildlife and we need to guard that jealously. This institution needs to have charismatic leaders who will champion its course more than any other time in the history of this Parliament, where we are under siege. I rise to support this Motion, which is very important to the pastoralists whether they are in North Eastern Province or in Masailand such as Kajiado. Honestly speaking, livestock keeping is more than just eating meat. For most of us, it is our livelihood. view
