I would wish that the Government makes sure that it facilitates by giving funds to schools to equip laboratories and provide the facilities that are needed so that everyone is at par. It is now giving textbooks to schools. So, we cannot complain that some schools are getting textbooks while others are not. There is a cash transfer that is given to each student. From that they buy books which are given to all schools. If the Government facilitates and gives that money for buying equipment, there will not be any problem.

Ranking motivates students to compete and also enables them to find out where the problems are and easily avoid them. If schools are ranked, we will find out what happens in a school that does not perform well. We will have to assist so that each one is at par.

In my culture, sometimes ranking is done depending on the number of children one has. One becomes a hero because of the number of children. Ranking has always been there. We should not say that it is a bad thing. If we continue ranking schools, we will know where we are coming from and where are going to.

I think 15 per cent is too little. I thought you were talking of 50 or 80 per cent. We should support Hon. Chepkong’a because we need political parties to do their work. If they nominate, they should make sure that whoever they have nominated goes through. So, I support the amendment.

Thank you, Hon. Temporary Deputy Speaker. I just want to support the Mover of this Motion and say that we really need neat and clean environment for our safety. Our health is very important. Apart from setting aside one Thursday, we must also observe cleanliness of our environment even on other days. If we leave it, we will suffer. There are so many diseases which are airborne, waterborne and so on. There is an outbreak of Hepatitis “A” in Mombasa because of dirty water. We need to make the environment cleaner. Thank you, Hon. Temporary Deputy Speaker. I want to support the Division of Revenue Bill. On equitable division, I think we need more money in the counties. I wish a quarter of the revenue goes to the counties and a quarter remains at the national Government, so that we can support devolution. On the Equalisation Fund allocated to marginalised areas, it is assumed that they are the only places that need it but we have areas in my county that also need it. We should not assume that there are areas that are more marginalised than others.

I also support it because of the special purpose grant supporting emergency medical services. This money is supposed to be well utilised at the counties. In my county, we have a cholera outbreak yet we have that allocation. The money should be well utilised to make sure it caters for emergencies that arise especially on medical services because people need medication to curb the health problems we are facing.

On conditional allocation on loans and grants, I would suggest that instead of this money being used for some roles, it is also allocated to some groups like women, widows, widowers and the youth. When you leave it to various roads, you find that some roads are not done.
