There are schools that need to be rehabilitated because sometimes money allocated to schools is not enough to rehabilitate them. If that money goes to the counties, it will do a good job. view
  • 24 Mar 2016 in National Assembly: I also want to talk on the free maternity health care. This money is given but, sometimes, those services are not free. The counties should use that money properly so that it is beneficial to the citizens. More money should be given to the counties because that is where most of the work is. The money meant to pay for forgone user fees should not remain with the national Government because the common mwananchi is at the county level and not at the national level.   • 24 Feb 2016 in National Assembly: Hon. Temporary Deputy Chairman, the county executive committee must be there because we have the ECD which is already devolved. So, they should be there, so that they can know what is being done in education. On Muslim Education Council, we consulted and it is in place. So, we feel we did our work well. view

The Motion is timely since most people die because of lack of emergency facilities in hospitals. I support this Motion because no one makes an appointment for emergency care. You also have to avoid the long queues. Sometimes one can stay in an ambulance for over 18 hours. Previously, we used to have first aid facilities. I want to support this Bill which seeks to provide a mechanism of regulation of the upstream petroleum sector. It also sets out the revenue sharing formula between the national Government and the county governments. Twenty per cent is going to the county government, which I think is not enough.
