  • 30 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I want to congratulate the retired teachers’ lawyer, Mr. Kimata, for standing firm. He stood with the retired teachers in the fight for their dues, just as the Departmental Committee on Education, Research and Technology has done. It is high time the retired teachers got their dues. They have waited for 18 years. Many of them have already passed on. Most of those who are still alive cannot even educate their children or take care of their homes.   • 30 Apr 2015 in National Assembly: I urge the Government to take over the matter since the Attorney-General cannot advise them accordingly. If the Jubilee Government really loves its people, it should make sure that the retired teachers get their dues, having waited for so long. With those remarks, I beg to support the Motion. view

Temporary Deputy Chairman, I support the amendment with the insertion of the words “citizen contractors, women, youth, persons with disabilities, minorities and marginalized groups” because if it is left as it is, we may end up having contractors from other countries getting all the jobs. Women may not be taken on board. view

  • 24 Feb 2015 in National Assembly: Yes. Thank you, hon. Temporary Deputy Speaker. I note that this Bill has a constitutional deadline of 26th May, 2015 as per Article 261 of the Constitution. That is why I support it but with amendments. As we know, this Bill is important because public procurement plays an important social, economic and political function. Socially, public procurement can be used to uplift previously marginalized groups by giving them preferential access to tenders especially women, youth and even persons with disabilities.
