Hon. Temporary Deputy Speaker, sometimes. properties, even when they are found, they just disappear into thin air. When you look at the board, I am happy. That is because in Clause 19(1)(i), there is one person nominated by the National Gender and Equality Commission. So, there is that representation for affirmative action. In (k), there will be two representatives from the civil society dealing with issues relating to children and women victims protection. So, I am happy that it is there because most victims are usually children and women. On the same, there is one person nominated by the National ...

She has also come up with a trust fund in the Bill which will enable the victims to get proper education, medication, treatment, adequate food, access to reading materials, adequate clothing and sufficient blankets and beddings. Finally, the Bill has some classifications for victims as either general or vulnerable. At the same time, there is confidentiality of the victims. So, it is also taken care of. There is then the protection from further harm before other victims are looked into. The electronic version of the Official Hansard Report is for information purposesonly. Thank you hon. Temporary Deputy Speaker. I just want to support the Motion because as far as we know, Dandora has very many less fortunate and there is even a high level of poverty. The garbage is actually being put in that area and yet we have so many people living there. So, there is no adequate sewerage system and the one that is there is consisting of feaces and even the urine end up in the river which people use. So, that is actually creating health and environment risks and urine that seeps into the soil also kills the ...

Hon. Temporary Deputy Speaker, I rise to support the Motion. First, I congratulate the Mover, Hon. Zuleikha. Our youth are idle in our counties because of poverty and some of them have gone into crime. Some of them are even taking drugs. Our youths have become stubborn because they have no money. They have no funds to initiate projects. If we support this Motion and if the Government is for the youth as the Jubilee Government has been saying, they will be able to raise their families.

Some youths fear to even marry because they have no money to raise families. Therefore, we need to empower the youth through creating jobs for them. Through the Fund, they can get skills which will enable them to get jobs. This will build capacity in the youth and this will improve their standard of living. The Government has not put funds in TVET which has been training the youth. We should make sure that the National Council for the Youth is given funds, so that it can empower the youth.

The youths are being trained at the National Youth Service and youth polytechnics, but those youths do not have funds to start projects. So, let us give the youth the capital to initiate projects, so that they can sustain themselves. We should stop saying that the youths are the leaders of tomorrow. We should empower them right now. This is the time for the youth to be empowered. We train many youths at the National Youth Service and the Government should set up something for them to do. When they come out, they are trained but they have no capital ...
