Sometimes you find that if I did not vote for you, then you will not give me tenders. But if there is this board and if it will be in place, it will curb that. With the amendments to clause 15, I would wish that the Director-General of Procurement be appointed by the Cabinet Secretary the way it is but with approval of the National Assembly because some people may take advantage of just picking any person. With Clause 10, I ... view

  • 25 Nov 2014 in National Assembly: Yes. So, why are you complaining? Give me my time. I want to send my condolences to the families who have lost their loved ones. In Vihiga County, we have lost three people. One is from Chavakali and two from Lunyi. I have questions to be answered. We are playing with something that is killing our people in this country while the Government is watching. Are we going back to the era of Shiftas because in the early 80s there used to be Shiftas in Isiolo when I used to be there? However, by then there used to be police ... view

  • 30 Oct 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I want to support the Water Bill. We know that water is a very essential commodity in life. The responsibility of fetching water has always been a burden to women and children. That is why the Kenya Counties Strategy on Integrated Water Resources Management Act, in Section 4, stresses that gender should be considered when forming the management; meaning that women should be incorporated and represented in the management. That is because, during policy-making, women are under-represented. Therefore, we urge that in the Bill, women should also be represented so that when it comes ... view

  • 16 Jul 2014 in National Assembly: Thank you Temporary Deputy Speaker, I rise to support this Bill and also thank the Mover of the Bill for coming up with the Victims Protection Bill. It is long overdue. I support it because if you look at the board that is being formed, the Cabinet Secretary shall be responsible for the provision of facilities for persons with disability. Sometimes, persons with disabilities are never recognized but when I look at this, I thank hon. (Ms) Odhiambo-Mabona for coming up with that board and also thinking about people with disability. If you look at Clause 13(1)(d), every court room ... view
