  • 4 Mar 2015 in Senate: Mr. Speaker, Sir, I might not have a copy of the letter. I would request Sen. (Dr.) Khalwale to show me if he has it because the letter that we have is complete. In further clarification to the letter that was given to us by Prof. Some, we requested him to appear before us. He came and he cleared the air in terms of proving Mr. Boinett’s qualification and also the authenticity of his Degree. view
  • 4 Mar 2015 in Senate: Mr. Speaker, Sir, if I may continue, Mr. Boinett has a lot of experience to run the office of the IG. I would request the House to look clearly at the Report of the Committee. We have done due diligence in terms of going through all the legislations and the Constitution to make sure that he meets the requirements that have been provided for within the Constitution and also the legislations that are available. Mr. Speaker, Sir, I would like to add that Mr. Boinett was cleared by relevant authorities as per requirement for appointment to this position. What really ... view
  • 26 Nov 2014 in Senate: Thank you, Mr. Speaker, Sir, for giving me this opportunity. I really longed to be given this opportunity because I think I am the one who knows Sen. Hassan more than anybody in this House. I worked with Sen. Hassan for five good years at the KNCHR. For Sen. Hassan to stand here and say that his life is under threat is something very serious. I also remember at one time Sen. Hassan was threatened when he was trying to defend the Mungiki sect members. His driver was carjacked by people who thought The electronic version of the Senate Hansard ... view
  • 26 Nov 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir. Unfortunately, I belong to the two Committees. I do echo what Sen. G.G. Kariuki has said in terms of inability of the Committee to deal with the matter or the responsibility that has been allocated to it. Maybe it is good to clarify that we are not merging the two Committees because the Committee is unable to deal with the matter. But I agree with the point that was brought out by Sen. Billow Kerrow regarding quorum. We normally face a lot of challenges. Through this we can strengthen the two Committees to come ... view
  • 13 Nov 2014 in Senate: Mr. Speaker, Sir, Sen. (Prof.) Lonyangapuo is jumping the gun. I had requested to give a response. But nevertheless, I can give the response now. It reads as follows:- On 29th October, 2014, Sen. (Prof.) Lonyagapuo requested for a Ministerial Statement on the security operations in Silale Ward in Baringo County. In the request, he alleged that all shops at Ameyan Trading Centre, a church and primary school were burnt down on 28th October, 2014 and 29th October, 2014 by Government security agencies. He particularly sought answers to the following questions:- (a) Why the Government security agencies destroyed people’s property? ... view
  • 13 Nov 2014 in Senate: Mr. Speaker, Sir, first, let me confirm to this House that the matter in question is serious to all of us. The security issue is a responsibility of all of us, as leaders. We, as a Committee, base our response on the information we have. However, it looks like there are further clarifications that are required by Members which I might not be able to give right now. I will seek for further clarifications on the issues that were raised, especially on the concern of the resigning of the security officers. I might not be able to respond to that ... view
  • 12 Nov 2014 in Senate: Mr. Speaker, Sir, the Chairperson and I spoke to the clerk of the Committee this afternoon. He said the answer will be brought this afternoon and we are waiting. Therefore, once we get it, we will deliver it tomorrow in the afternoon. view
  • 12 Nov 2014 in Senate: Mr. Speaker, Sir, I believe the one for Sen. (Prof.) Lonyangapuo is ready but the other one, I might not promise that we will have it tomorrow because the Chairperson has already given a week to respond to that. • 5 Nov 2014 in Senate: Thank you, Madam Temporary Speaker, for giving me this opportunity to contribute to this important Motion.
