Mr. Speaker, Sir, I wish to join my colleagues in congratulating the work of this Committee on Finance and Budget which was chaired by the Senator for Mandera. The purpose of the Senate in this country and for what we do in this House is to hold counties accountable when money is allocated to them. That has been our primary responsibility even though we have had issues between ourselves and the county assemblies where the county assemblies usually say that they have the responsibility of oversight and not the Senate. I think that for the last seven years that I ...

Mr. Speaker, Sir, there is a lot that is going on in the counties, especially now that COVID-19 disease has come in. It looks like people are now avoiding procedures in the name of emergency. I wish that we had contributed to the Statement brought by Sen. (Dr.) Kabaka because that is happening in most of the counties. This morning I was called by members of staff from my county informing me that up to date, they have not received their salaries. Today is 14th February, 2020. They have rent to pay, food to buy for their families and you ...

Thank you, Mr. Speaker, Sir. I wish to reply. It is unfortunate that we did not have time to contribute to this important Motion. Kenyans are watching and are excited. However, time does not allow us. This Committee has a lot of work to be done. It is not just looking at the extent or the problem of COVID-19 or strategies employed. There is a bigger problem in this country that we need to look at. There are donors contributing money and the Government is putting in a lot of money. It is important for the Committee to sit with ...

Let me take this opportunity to thank all the Members who have contributed to the Motion. I know the Committee has the ability and energy to make sure that this House is active and look at the issues of oversight as required by law. I know most of the counties are going to misuse the budgetary allocation for their own interest instead of helping ordinary Kenyans. We will have to give time and a lot of cooperation to make sure they have done the right thing and advise Kenyans and this Committee so that the Senate is seen to be ...

Mr. Speaker Sir, I wish to oppose the amendment to this Motion. When we say we slow down, it does not mean that we completely close. This morning, I went to two Departments of national Government. They both had meetings to see how to scale down and continue the work. The Leadership met this morning and we discussed this matter. That is the reason you have a representative in those Committees, both at the Parliamentary Service Commission and the SBC. There is a reason why that is the case. Mr. Speaker Sir, instead of arguing about whether we are closing ...

our own representative in that Committee, we would know what is happening. Kenyans will lose jobs and get depressed. What will we do to them? Those are the questions we need to ask ourselves. Most of the counties have prepared isolation centres. Unfortunately, one of the county that has not prepared an isolation centre is Isiolo County yet the Chairman of Council of Governors (COGs) is in the national steering Committee for Coronavirus. That clearly shows how we are unprepared. That is why the Senate should know how much money will be diverted to emergency. I am sure Kenyans will ...
