  • 20 Mar 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I rise to contribute to this Bill. My contribution is based, first, on the nature of our city. Our city is one of the largest cities in the world now. It is more complex in terms of managing both its transport and other services. The Bill is well intentioned and has come at the right time. view

Though the Nairobi Metropolitan Area Transport Authority Bill covers Nairobi area and the designated outlying areas, there is need to look at it in a holistic perspective for the future. Therefore, I suggest that we include a component that the Authority should also look at other cities because the same challenge has been pointed out in respect of Mombasa, Kisumu and Eldoret, and the situation is getting complicated.   • 20 Mar 2018 in National Assembly: Metropolitan, they have an authority like the one we are creating, but under it is a wholly privately-owned enterprise, which runs like a private enterprise. That is the London Underground Limited. In that case, we will be able to move our city to a level where efficiency can be realised. view
  • 20 Mar 2018 in National Assembly: I support the Bill. We need this Authority, but we also need to make a proviso for it to have an effect in terms of the efficiency we anticipate. If we leave it at the level of the authorities and the parastatal we have created, in the long run, the inefficiency, which, of course, is common with public enterprises, will creep in. view

  • 13 Mar 2018 in National Assembly: My contribution is on one main object of IPU, namely, safeguarding international peace. Reading from reports, though it has been presented like the one of 2013, I am aware that one of the aspects the IPU supported and has been supporting as an international body is the promotion of peace through reconciliation. I am aware in the 2013 Report arising from the IPU project of 2011 and 2012, they supported five Parliaments in Africa.   • 13 Mar 2018 in National Assembly: It is critical that these reports be made available and discussed as soon as the delegations come back. Issues from the 2013/2014 and 2015/2016 reports should have been picked and discussed for Parliament to give its input. That will help us keep pace with IPU’s and other organisations’ projects which we are engaged in. Delays in getting the reports discussed in Parliament means that some of the projects, for instance, reconciliation, may have been overtaken by events by the time we have the report tabled in the House.
