Tukiangazia mnazi, vile wasemaji wengi wamesema, ni tegemo kubwa sana la wakulima kule Pwani. Ninaunga mkono Hoja hii kwa sababu jambo hili litawaletea wakulima sio tu faida, lakini pia hali yao ya kimaisha itainuka. Kama vile ulivyosema, kule kwingine kama kaskazini mashariki tegemeo lao ni ng’ombe. Ng’ombe wanaleta chakula, malazi, maziwa na hata pesa za kuwezesha wakulima kuwalipia watoto karo za shule. I wanted to add that the reason behind that amendment is that in all disciplined forces and services, we usually have the command and control at the top. Although it is a multi-agency, somebody at the top must take the political and administrative responsibility. view

  • 31 Jul 2018 in National Assembly: Hon. Chairman, I would like to just make a clarification. In the committee, the ranks that are indicated there and what our Chair pointed out is that the “Chief Petty Officer” and all the ranks in Part I and II were adopted from other practices like the US Coast Guard, the China Coast Guard and others we looked at. On that basis, the Chief Petty Officer has an equivalent rank in our military and defence forces. Since this is a multi-agency, we adopted the ranks. That should clarify. view

I support the Report by the Departmental Committee on Lands on the inquiry into alleged land irregularities. It is important that we include the amendment. We should also look into the overall policy as the Member who has just spoken said. We know for sure that quite a number of schools do not have title deeds. If this particular Report is implemented, we should also take cognisance of other public utilities that are subject to grabbing. In contributing to this Motion, I would wish to, first of all, thank the Chairman and the Committee for the work they did. I would like to point out that in terms of the provisions that have been given, there are key areas that have been addressed though not adequately. I am supporting it from the standpoint that this Bill will contribute to food security in the country a great deal. In the constituency I come from, Teso North, food insecurity has increased over the years. In the early 1970s, every home had a granary. Today, very few homes have granaries full of grains today.   • 10 Apr 2018 in National Assembly: maximum use of the water from the floods, rivers and lakes will help us to address food shortage and empower our farmers. Irrigation will not only address food shortages, but it will also address issues of empowering farmers in terms of income generation. That means crops that can be grown for cash crop production and for our industrial use can be grown through irrigation.
